The vendor required to provide program management support services to people, systems, and services in support of a variety of projects within airport system programs, including the capital improvement plan (CIP), major projects portfolio (MPP), and the domestic redevelopment program (DRP).
- Program and project management
• Manage day-to-day program and project activities associated with the major projects portfolio (MPP), development and renewal program (DRP), and other capital projects
• Deliver projects on time, within budget, within scope, and to required quality standards.
• Develop scalable organizational structures, systems, and staffing plans to support evolving program delivery.
• Provide certified and experienced professionals for leadership and technical roles, ensuring consistent onboarding, training, and performance.
• Establish work breakdown structures (WBS), reporting tools, and integrated master schedules that align with has and industry best practices.
• Lead proactive risk and opportunity management, including identification, mitigation planning, and issue resolution.
• Support comprehensive stakeholder engagement with airlines, tenants, regulatory agencies, and community groups.
- Design management
• Define, review, and validate scopes of work for all design packages, ensuring compliance with budget, scope, and schedule requirements.
• Conduct constructability, biddability, and compliance reviews against airport system, FAA (federal aviation administration), TSA (transportation security administration), CBP (customs and border protection), and department.
• Promote sustainable design practices, value engineering, and life-cycle cost optimization.
• Coordinate with the master architect and master planner to ensure consistency with planning and design standards.
- Contract administration and procurement support
• Assist has and the EPM in developing procurement strategies, and contract execution.
• Provide claims avoidance, change management, and negotiation support.
• Monitor contract compliance, payment processing, and reporting consistent with has and city requirements.
• Facilitate contract closeout, including administrative, financial, and documentation deliverables.
- Program and project controls
• Develop and maintain integrated master schedules using has-approved systems (e.g., primavera p6).
• Prepare budgets, cost estimates, and cash flow projections consistent with has formats.
• Track earned value, forecast-at-completion, performance variances, and other key metrics.
• Implement has-approved project management software for documentation, reporting, and analytics.
• Establish a KPI dashboard covering schedule, budget, request for information and submittal turnaround, and resource utilization.
• Support claims management, ensuring resolution and closure in a structured manner.
- Safety and quality management
• Develop, implement, and monitor project-specific safety and quality management plans.
• Provide safety representatives to conduct site observations, audits, and reporting in coordination with has risk management.
• Ensure compliance with osha (occupational safety and health administration), FAA (federal aviation administration), and has specific safety requirements.
• Lead quality assurance and quality control reviews to validate design and construction outcomes.
