The Vendor is required to provide statewide traffic incident management services (STIMS)
- These services include, but are not limited to:
• Program Management Services
• Traffic Incident Management Enhancement (TIME) Task Force Support Services
• Towing Recovery Incident Program (TRIP) Support Services
• Traffic Incident Management (TIM) Teams and Training Support Services
• Highway Emergency Response Operator (HERO) Support Services
• Managed Lanes (ML) Support Services
• Additional Support Services
- Program management services:
• Manage the STIMS activities being performed under the contract.
• Ensure the quality of services provided by the Offeror and sub-consultants meet or exceed the contractual requirements.
• Effectively communicate with Department Operations staff.
• Prepare and provide weekly program update notes.
• Conduct and attend scheduled meetings.
• Prepare and provide meeting materials to include monthly reports.
• Prepare and provide meeting notes.
• Provide meeting speakers to address relevant topics in traffic incident management, ensuring presentations are free from political, sectarian, and personal rhetoric.
• Develop, deliver, maintain, implement, and follow a Program Management Plan (PMP).
- The plan shall establish roles and responsibilities, address knowledge transfer and system access, and provide strategies to minimize disruption during the transition.
- Additional program management duties in the PMP:
• Contingency plan to identify, track, and mitigate perceived or unanticipated risks, while preserving business continuity
• Document management (e.g., file naming nomenclature, file types, document format standardization)
• Scope management
• Contract administration and management (Management and administration of purchase orders, supplemental agreements, etc.)
• Timekeeping process.
- The ability to deliver content via a standard web browser (e.g., Google Chrome, Microsoft Edge).
- The ability to detect when users are accessing the site from smartphones or tablets and automatically deliver pages and content optimized for mobile functionality and viewing. At a minimum, compatibility shall be provided for Android, iOS, and Windows devices.
- The ability to configure and provide automatic alerts to visitors on the landing pages.
- Membership Management System
• The ability for new members to join and existing members to renew memberships.
• The ability to configure automated membership renewal reminders.
• The ability for members to create a profile.
• The ability for members to securely input and update email addresses, phone numbers, address and mailing information, and preferred notification preferences (e.g., text, email).
• The ability to manage events and registration for events.
• The ability to develop membership distribution groups to send targeted email communications and event invitations.
• The ability for members to subscribe to distribution groups and events.
- LMS General Requirements
• The ability to import training materials created outside the LMS.
• The ability to publish and archive training materials.
• The ability to deliver self-service on-line training to specific users and groups.
• The ability to schedule and offer courses/classes for user or group enrollment.
• The ability to conduct staff testing and record results and certifications.
• The ability to view a report of testing results and certifications completed by users or group(s).
• The ability to view and update user information (e.g., name, agency, contact information) and group information (e.g., rosters, positions, titles).
• The ability to track completion and view performance data for specific lessons, users, or group(s).
• The ability to report data about specific lessons, users, or groups to identify knowledge gaps and opportunities for improvement.
• The ability to generate training reports based on user defined parameters.
• The ability to output the results of reports and queries in different formats (e.g., CSV, PDF).
• The ability to export raw or source training files from the LMS for distribution to Department for use within Department’s Learning System.
