The Vendor is required to provide on and provide strategic recommendations, business analysis, and organizational change management support to improve agency workstreams, coordination, and communication during a period of prolonged construction and event impacts in the city.
- Organizational Management, Business Analysis, and Strategic Recommendations
• Develop recommendations and strategies to improve agency workstreams and coordination.
• Recommend ways to maintain access, mobility, and effective communication with key stakeholders and the public about transportation impacts.
• Bring expertise and insights on transportation workstreams and learnings from other large, public transportation agencies.
• Analyze agency organizational processes using interviews, document reviews, workshops, surveys, site visits, and workflow analysis.
• Review internal agency documents, including plans, permits, protocols, organizational charts, and after-action reports.
• Review external documents, including industry best practices, relevant academic research, and reports from agency partners and stakeholders.
• Evaluate and reconcile information from multiple sources to identify needs and develop business requirements including technology tools.
• Conduct needs assessments to identify critical gaps.
• Develop performance metrics to track progress.
• Recommend prioritization frameworks with phasing, schedules, staffing, cost/benefit, and performance metrics.
- Communications, Change Management, and Process Improvements
• Recommend enhancements to agency structure, processes, programs, tools, and technology.
• Summarize findings and provide actionable recommendations and advice.
• Develop detailed roadmaps to improve agency readiness and performance.
• Create implementation plans with sequencing, timing, and dependencies through a lens of organizational change management that may include staffing and resourcing impacts.
• Propose streamlined communication and coordination strategies and tools for internal and external stakeholders.
• Facilitate and train staff on new processes, procedures, and coordination strategies.
• Design and implement organizational effectiveness solutions that ensure agency ownership and buy-in of new processes and tools.
- Additional/Future Tasks
• Conduct business analysis and process improvements across various workstreams and divisions within the department.
• Provide strategic planning and recommendations for organizational changes, process improvements, and change management.
• Develop facilitation tools and training to support successful implementation of changes.
