The vendor is required to provide extensive knowledge and background in waste reduction and solid waste management creation of local solid waste management plans.
- Local solid waste management plan (LSWMP):
• The county maintains a LSWMP with the goal of facilitating responsible waste management practices and ultimately reducing the amount of waste generated by county residents.
- Construction of one or more organics management facilities and a utilization plan.
- Construction of one or more facilities for collection of special wastes (household hazardous waste, electronics, mattresses, tires, etc.), and a utilization plan.
- Development of a county-wide reuse program.
- Construction and demolition debris recycling program.
- Evaluate the continuation/expansion of programs such as:
• Backyard composting.
• Funding opportunities for municipalities and school districts to implement waste diversion projects.
• Public outreach/education to residents.
- Waste characterization studies every two years.
- Establishment of a county transfer station to which waste generated in the county would be brought for transfer to a disposal facility after the county landfill closes.
- Inventory of private facilities and programs that can aid in the efficient implementation of the county’s goal.
- Solid waste management program assessment and facility consolidation study outlines the existing solid waste management infrastructure within the county, services provided and opportunities for efficiencies within those systems.
