The vendor is required to provide that event production and management services from a premier community-driven initiative designed to enhance the city’s entertainment landscape and position as a regional hub for live music and cultural engagement.
- Family-friendly events will take place at a time mutually agreed by the city and contractor and offer diverse musical performances, food vendors, and interactive experiences in an inviting outdoor setting.
- The city desires that event may include but not be limited to the following elements:
• Live music performances from regional and national artists across multiple genres.
• Other types of entertainment mutually agreed between the city and contractor.
• Food trucks and concessions providing diverse dining options.
• Family-friendly activities to encourage multigenerational participation.
• Interactive community engagement opportunities, including sponsor activations and local partnerships.
• Safe, welcoming environment where residents feel encouraged to gather, connect, and celebrate.

A. Event planning & management
• Developing a comprehensive event plan that outlines schedules, artist bookings, and promotion strategy.
• Coordinating all logistical aspects including stage setup, sound and lighting, security, and seating arrangements, as applicable.
• Working collaboratively with city officials to ensure compliance with local regulations, ordinances, and permitting requirements.
• Maintaining open communication with the city’s police department, fire department, parks and recreation department, and other city agencies to ensure a safe and successful event.
• Attending pre-event meetings with city officials and key stakeholders to discuss logistical plans, updates, and event execution strategies.
• Implementing industry best practices in event management, safety, and crowd control as outlined in the national fire protection association (NFPA) standards and guidelines.
B. Entertainer engagement
• Booking local, regional, and national acts that cater to a diverse audience.
• Managing all entertainer communications, hospitality, and compensation per contract agreements.
• Reviewing and interpreting all contracts, riders, and technical requirements; providing to the city for review and approval.
• All performers meet safety, licensing, and compliance requirements for performance in the city.
C. event execution
• Performance scheduling and stage management.
• Transportation coordination for artists and support staff.
• Lighting, sound, and staging requirements for each artist/entertainer.
• Coordination of security measures for entertainers and event attendees.
• Providing a detailed crowd control and emergency response plan for events.
• Managing ticketing needs (if applicable) for events.
• Dressing room and catering rider fulfillment.
• Payment processing and financial agreements with artists/performers.
• Providing stagehands and labor personnel for event operations.
• Hotel accommodations and travel logistics for performers and support staff.
• Managing rehearsals and sound checks to ensure a seamless performance experience.
• Organizing special activities, such as artist/entertainer meet-and-greets.
• Overseeing event personnel, including volunteers, security, and technical staff.
• Managing VIP experiences and special access areas, if applicable.
• Providing merchandise management, including branded event gear and artist merchandise sales.
• Approved by the city, the contractor shall ensure compliance with ABC (alcoholic beverage control) licensing and regulations; the contractor shall be responsible for coordinating with approved alcohol vendors and enforcing age restrictions.
• Managing debris and trash collection during events
D. Overall service requirements
• Maintain open lines of communication with city representatives throughout the event planning process.
• Compliance with all applicable local, state, and federal laws and secure all necessary licenses and permits.
• All personnel involved in the execution of events possess appropriate training, certifications, and background checks as required by the city.
• Be responsible for all applicable fees, costs, and damages associated with concert/event operations under the contractor's control.
E. Marketing and promotion
• Creating a comprehensive marketing strategy that utilizes social media, digital advertising, and community outreach.
• Designing and producing promotional materials, including posters, flyers, social media graphics, and press releases for city approval.
• Coordinating with local media outlets for press coverage and publicity.
F. Post-event evaluation
• Conduct a post-event debrief with city officials and stakeholders to evaluate the event’s success and areas for improvement.
• Provide a comprehensive post-event report detailing:
o Attendance figures and engagement metrics.
o Feedback from attendees, artists, and sponsors.
o Recommendations for future improvements.
