The Vendor is required to provide a comprehensive strategic plan to develop a comprehensive framework for community response to the opioid/fentanyl issue, including all the details outlined and required in the program services section.
- Initial assessment
• Gather data on prevalence, demographics, and trends related to substance use.
• Identify existing resources, programs, and gaps in services.
• Engage key stakeholders (e.g., law enforcement, public health, schools, community organizations) to collect qualitative insights. - Stakeholder engagement
• Include representatives from healthcare, law enforcement, education, treatment providers, and individuals with lived experience.
• Host 3-5 focus groups or town hall meetings to gather community input and promote transparency.
These should be a mix of virtual and in-person. - Vision and goal setting
• Align goals with evidence-based best practices and state or federal substance use priorities (e.g., harm reduction, prevention, treatment, and recovery support). - Data-driven strategy development
• Prevention: initiatives to reduce first-time use and raise awareness.
• Treatment: expand access to care, including mat (medication-assisted treatment) and counseling.
• Harm reduction: increase availability of naloxone, community awareness campaigns, and overdose prevention education.
• Recovery: strengthen peer support and recovery housing options.
- Funding and resource allocation
• Develop a grant application roadmap or budget plan.
• Partner with local organizations to maximize existing funding opportunities.
- Communication plan
• Create materials for public distribution, including press releases, infographics, and social media content.
• Facilitate stakeholder briefings to ensure alignment and buy-in.
- Monitoring and evaluation
• Define key performance indicators (KPIS) for each goal.
• Establish a process for regular data collection, analysis, and reporting.
• Schedule periodic review sessions with stakeholders to assess outcomes and refine strategies.
