The vendor is required to provide continues its commitment to transparency, openness, and accountability to the state and its residents, an experienced team of communications strategists, public relations professionals, and safety engineers is being sought to provide up-to-date guidance and execution on the latest trends and technologies in communications and educational outreach.
- Campaign creation
• Conduct research-driven safety outreach and education efforts tailored to the communities served.
• Develop statewide and region-specific safety education campaigns that cohesively offer a comprehensive suite of resources beyond initial outreach efforts.
• Integrate existing outreach programs to unify safety messaging and maximize impact.
• Explore creative opportunities to leverage outreach efforts with other state department programs and potentially other state agencies to broaden statewide safety efforts.
• Investigate new safety education initiatives, such as driver education programs and potential incentives (e.g., insurance credits).
• Utilize external vendors and organizations to expand outreach capabilities.
• Build and execute a new safety campaign(s) from the ground up with internal insights from state department communications and safety teams — including literature reviews, peer evaluations, and highway safety improvement program (HSIP) justifications.
• When applicable, disperse physical content to stakeholders.

• Contribute to and enhance state department social media presence in collaboration and in accordance with office of strategic communications.

• Establish or expand upon strategic partnerships with news agencies - print, digital, TV and radio.
• Provide comprehensive media relations support, including proactive outreach and crisis response regarding high fatality crashes on roadways.
• Develop and distribute upon approval press releases, media kits, media pitches and talking points.
• Train spokesperson(s) for effective media engagement in relation to arrive alive and state department safety campaigns
- Integrated marking and branding
• unify branding under the alive identity for all safety initiatives.
• ensure consistency in messaging across all platforms.
• blend strategic public relations and communications plan, to implement and execute a comprehensive and cohesive campaign approach which may include social media, search engine optimization, and advertising among other things based on strategic approach outlined in the plan.
- Media outreach
• Draft press releases, media alerts, pitches, blogs, articles, podcasts, and social media content.
• Capture b-roll footage and other video assets for internal use.
• Provide media training to ensure consistent state department messaging.
• Monitor media coverage to assess outreach effectiveness.
• In collaboration with state department, engage with news agencies and partners to raise awareness of statewide safety initiatives.
• Strengthen relationships with media outlets in collaboration with state department staff in county and within the seven regional districts throughout the state.
