The vendor is required to provide management consulting services to perform, prepare and produce a comprehensive strategic plan for the authority water resources division.
- Provide pre-planning, internal and external assessment including division, stakeholder, and public sector and industry review, benchmarking, collaborative working sessions and other appropriate engagements, and finalization of strategic priorities and implementation plans for the water division.
• Define clear strategic priorities for the next three years.
• Develop a clear, attainable and measurable implementation plan
• Design and implement a process that will foster team building and collaboration within the water resources division and with other key authority divisions and support functions
• Engage key stakeholders and partners for continual improvement
• Align leadership, organizational structure, and resources with the priorities and implementation plan
• Build adaptability and innovation into the plan to respond to challenges such as policy and funding shifts - Key steps in the strategic planning process are expected to include:
• Pre-planning: define the timeline, deliverables, identify strategic planning task force, and clarify the division’s current strategic context and goals
• Assessment (internal and external scan) and management study: assess state water infrastructure financing challenges and opportunities as well as authority water financing programs and organization.
• The assessment will include research, staff and external stakeholder and partner interviews and surveys, and benchmarking state programs and practices with relevant best practices and innovations at other state revolving fund programs.
• In-person sessions and retreat: conduct two to three in-person facilitated working sessions including a two-day off-site planning retreat.
• These sessions would include sharing the assessment findings; strengths, weaknesses, opportunities and threats analysis; development of strategic priorities, and retreat to refine the draft plan and start building out the implementation plan.
• Finalize strategic priorities and implementation plan: the implementation plan will include a clear, measurable action plan for strategic priorities and include structural recommendations needed to successfully implement the plan (e.g., resources, organizational structure, systems and processes)
- Expected strategic plan timeline (target):
• August 2025 - kick-off
• September 2025 - assessment including internal and external scan and management study
• October – November 2025 – potential consultant-facilitated sessions including 2-day off-site retreat in state (note authority would pay for travel costs separately from this contract and other in-person meetings would be hosted at authority)
• December 2025- February 2026 – refinement of strategic plan and implementation plan
• March 1, 2026 – final strategic plan and implementation plan.
