The Vendor is required to provide for a retail development outreach consultant services to assist the authority in generating interest by developers, business entities, and lessees to develop open spaces, lease existing commercial properties, or to encourage investments in the city tourism district.
- Provide capital investment funds for economic and community development projects that respond to the changing economic and social needs of city and the state.
- Prepare and deliver a Portfolio cataloguing available “Opportunities” by identifying potential development opportunities to commercial developers; that includes:
• Overview of authority initiatives and goals consistent with the authority’s statutory mandate and mission, including, but not limited to, specific goals and interests expressed by authority related to potential development of pacific avenue;
• Potential sites and areas within the tourism district that could benefit from redevelopment including aerial photography, existing zoning regulations, available utilities, current ownership and other pertinent information related to each property or group of properties;
• Identify specific incentives available to benefit development efforts including, sales tax, real estate tax, development credits, energy credits, retail tax credit, and infrastructure.
• Upon review and approval of the authority planning and land use division, utilize the portfolio to engage with major commercial developers in the tristate area in an effort to generate interest within the district.
