- The plan should analyze past and present efforts for efficacy, and pair those successes with a new strategic plan containing new and innovative measures.
- Provider to develop a comprehensive strategy for county that will be the product of a local planning process and will be designed to guide the county toward economic growth.
- In so doing, there are a variety of factors that must be considered including making sure that the most financially appropriate choices are made in the interest of the tax payer and to preserve local character and community spirit.
- A comprehensive strategic plan will incorporate the following in an effort to protect, develop and diversify the quality of life of the citizens of county through effective and diversified partnerships, strategic investments of resources etc.: an assessment of current and past county development plans, analysis of regional/county development and economic trends, identification of county’s comparative advantages and disadvantages, and the preparation and finalization of the plan itself.
- Plan should incorporate short-, medium,- and long-term initiatives that will enable the county to take immediate action on certain tasks as well as take initial steps in the planning for long-term projects.
- The plan should lay out the rationale and approach to create a strategy for the county by providing a framework for action that will support quality growth, operational excellence, citizen prosperity and long-term fiscal competitiveness.
- Demographic, economic, and social bases of the community that the government serves are of prime importance in assessing development trends.
- Data collection should include demographic and economic factors, such as population data, age, income distribution, educational level, public school enrollment, building permit data, property assessment data, job growth, unemployment rates, assessment of industry composition for diversification, industry expansion/decline, etc.
- Provide, based on this meeting, a summary report to be used in compiling the final comprehensive county strategic plan.
- Provide research, presentations, written documentations, mailings, processing and compilation of data to produce the completed project and all overhead costs such as travel, lodging, printing, advertising, etc.
