The vendor is required to provide digital marketing services to prospective students and stakeholders.
•    Competitor site behavioral retargeting
•    Campus-based mobile geofencing
•    Clinical-site based mobile geofencing
•    Mobile events geofencing
•    Adult learner prospect pool purchases.
1. Competitor site behavioral retargeting
•    Identify a specific competitor set of other universities. 
•    Agency digital display ads should then be delivered as a result of users visiting those sites.
•    The recommended budget allocation and number of competitor websites and campaign duration.
2. Campus-based mobile geofencing
•    Agency digital display ads should then be delivered as a result of users within that geography.
•    Specify advertising sources (such as aggregate internet ad buys, social media providers, etc.) and campaign duration.
3. Clinic-based mobile geofencing
•    A specific set of large clinical (hospitals, health care sites) sites where prospective working adults are employed. 
•    Agency digital display ads should then be delivered as a result of users within that geography.
•    We will geofence clinical locations where agency wants to build enrollment to rotate clickable agency digital display ads to the audience in attendance
•    Advertising sources (such as aggregate internet ad buys, social media providers, etc.) and campaign duration.
4. Mobile events geofencing
•    We will geofence events such as professional conferences and coalition meetings to rotate clickable agency digital display ads to the audience in attendance. 
•    Specify advertising sources (such as aggregate internet ad buys, social media providers, etc.)
5. Adult learner prospect pool purchases
•    Proposals should include a list aggregation strategy. 
•    Lists of adult learners, available data, and contact information should be specifically included. 
•    Sources may be proprietary or industry available. 
•    List data will be used in agency CRM based communication campaigns.
