The Vendor is required to provide to lead the creative development and production of a digital, interactive training for all city employees.
- The training aims to educate all city employees about reducing waste, recycling, composting and following the city policy on zero waste in city facilities. 
- This e-learning project should be designed as follows:
•    Will be completed by the average user in about 15 to 18 minutes
•    User-friendly across mobile and desktop devices
•    Features a moderate to high amount of gamification
•    Incorporates some animation to illustrate key actions or concepts
•    Includes a variety of comprehension checks and application of knowledge
•    Employs articulate or captivate as the primary production platform
- Based on the draft outline and preliminary script provided by the client, vendor deliverables will include but not necessarily be limited to:
•    Outline and storyboard
•    Full production plan with all key tasks, responsible parties, dates, and processes
•    Corresponding text copy, including on-screen, voiceover, and any necessary captions, translations and interpretations
•    Identification of stock components that could be incorporated to help streamline production
•    Recording of voiceover(s) using an auto-generative platform
•    A few brief, scripted video clips, featuring city staff practicing recycling, composting and other recommended waste-reduction behaviors
•    Informational or instructional photographs
•    All raw files and components must be provided to the city (client department) at project completion.
