The vendor is required to provide wildfire management strategy and operations services to the full emergency management continuum: prevention, mitigation, preparedness, response, and recovery.
1. Prevention and mitigation assessment
• Conduct a jurisdictional scan of wildfire prevention and mitigation strategies, in country.
• Assess the effectiveness of the agency fire prevention and mitigation strategies including the following:
o 2025 pre-season wildfire prevention strategies and activities, including adaptation of strategies to address emerging trends such as longer fire seasons, increasing wildfire frequency and severity, increasing wildland-urban interface (WUI) risks;
o Fuel mitigation projects and fire smart education, incentives, and community engagement;
o Public safety education and awareness campaigns and other prevention and mitigation tools; and o use of fire bans and burn notifications.
• Provide recommendations for the agency to strengthen prevention and mitigation activities within the wildfire program.
2. Readiness and preparedness assessment
• Evaluate the agency preparedness for the 2025 wildfire season in terms of staffing levels and adjustments, resource allocation, engagement of communities and other emergency response agencies, and public education campaigns.
• The analysis should consider the agency interagency agreements and compacts such as through the country interagency forest fire center.
• Assess the integration of emerging technologies for wildfire detection and mitigation.
• Provide recommendations for the agency to strengthen readiness and preparedness prevention and mitigation activities within the wildfire program.
3. Wildfire operational response assessment
• Conduct a jurisdictional scan of wildfire response strategies, tactics and resources in country including staffing models and aircraft resources.
• The analysis should consider the agency interagency agreements and compacts such as through the country interagency forest fire center.
• Conduct a jurisdictional scan of emergency management.
• Review the agency fire behavior analysis, decision-making, leadership, resource allocation and deployment, and internal coordination during the 2025 wildfire season response.
• Assess the support provided for frontline wildfire staff including mental health.
• Assess the effectiveness and timeliness of the 2025 wildfire response operations.
• Review the agency emergency management function including legislation, regulations, structure and function.
• Assess the integration of emergency management functions within the agency and its impact on the 2025 wildfire season response.
• Review the agency integration with third parties during the 2025 wildfire season response.
• Review the agency internal and external communications during the 2025 wildfire events, considering timeliness of updates, relevance to audience (communities, partners, elected officials, and staff), and the impact of communication on decision-making.
• Provide recommendations related to the key activities above for the agency to strengthen its wildfire operational response.
4. Evacuation assessment
• Conduct a jurisdictional scan of country evacuation strategies and identification of best practices for providing efficient, effective, and timely support for evacuees and communities.
• Evaluate the effectiveness of the agency emergency crisis support (ECS) program, and the timeliness, adequacy, accessibility of the support provided to communities through ECS.
• Provide recommendations for the agency to strengthen efficiency, effectiveness, and timeliness of support for evacuees.
5. Document review and stakeholder engagement
• Conduct an in-depth review of agency background and contextual material (e.g., internal documentation, operational guidelines, policies, etc.) identified by the agency at the start of the project.
• Engage and incorporate insights from the following stakeholders:
o Municipalities (leadership and residents)
o First nations and métis communities (leadership and residents)
o Forestry sector (associations and industry)
o Agency staff and contractors
o Local fire departments and emergency partners
o Related government of state ministries, crowns and agencies.
