The vendor required to provide labor standards education, outreach and engagement to ensure workers are treated fairly, employers abiding by the rules are not put at a disadvantage by those engaging in non-compliant activities, and employers violating labor standards are held accountable.
- Develop and implement a successful, culturally competent, community-based support program encouraging workers to bring labor law complaints to the county or the state.
- Strengthen worker confidence in reporting violations by providing confidential, supportive, and culturally responsive advice line services that address fears of retaliation and clarify available protections.
- Educate workers about their rights and obligations under state and local labor standards through the advice line, case referrals, 100 outreach, education and engagement activities, and a week-long week of action community event held in observance of day.
- Outcome objectives include:
• Increase knowledge of rights and obligations regarding labor standards applicable to workers.
• Preventing wage theft and violations.
• Enforcing workers’ rights by addressing workers' lack of knowledge of labor laws.
• Assist workers in filing labor standards violation complaints with the appropriate entity.
• Decreasing fears of retaliation for reporting violations.
• Educating all workers regarding their rights and obligations regarding state and local labor standards.
• Educating workers on how to file a complaint with office and any other information deemed relevant.
• Improve the accuracy and completeness of complaints submitted to enforcement agencies by gathering initial facts, documenting key details, and preparing workers for the referral and follow-up process.
- Program management
• The contractor shall designate a program manager.
• Within thirty (30) days after the final signature on the contract, the pm shall present the COR with the final agreed-to formal strategy plan that the contractor will follow to accomplish the tasks in work.
• Provide the COR with an organizational chart identifying key personnel and reporting relationships within five (5) business days after the award of the contract.
- Advice line requirements:
• The advice line shall serve as an accessible first point of contact for workers seeking support, ensuring callers receive immediate information on their rights, available protections, and next steps for addressing potential violations.
• Provide regular one-on-one consultations with workers regarding county and state labor laws and assist workers in filing claims of labor violations via an advice line or in-person services.
• Staff the consultations and advice line with subject matter experts on wage and hour labor law-related matters.
• Staff must be trained not only in wage and hour law but also in trauma-informed communication, cultural competence, and best practices for addressing fear of retaliation.
• Provide outreach and advice line services to be available to the public in the following languages:
o English
o Spanish
o Somali
o Vietnamese
o Tagalog
o Arabic
o Chinese (mandarin)
o Korean
o Persian (Farsi and Dari)
o Other language capacity may be needed to reach various communities.
