RFP Description

The vendor required to provide strategic planning consultant, well versed in the changing environment of higher education, to facilitate the development of a comprehensive strategic plan that will guide the institution’s priorities and decision-making over the next planning cycle.
- Strategic plan development
•    Facilitate the creation of a strategic plan that articulates university vision, institutional priorities, and measurable goals. 
•    Ensure alignment with university mission, board of expectations, and the evolving needs of city.
- Environmental scan and benchmarking
•    Conduct a comprehensive environmental scan of internal and external factors influencing university, including demographic, economic, regulatory, and competitive trends.
•    Benchmark university against peer institutions and national best practices in higher education to inform recommendations.
- Stakeholder engagement
•    Design and implement an inclusive engagement process that incorporates input from faculty, staff, students, alumni, governing boards, community partners, and policy makers.
•    Facilitate workshops, surveys, and focus groups to ensure broad participation and transparency
- Data analysis and synthesis
•    Review institutional data on enrollment, finances, academic programs, facilities, and workforce.
•    Identify strengths, challenges, and opportunities, synthesizing findings into themes that inform strategic priorities
- Drafting and refinement
•    Prepare draft versions of the strategic plan for review by university leadership and stakeholders.
•    Incorporate feedback to refine goals, strategies, and performance indicators.
- Implementation framework
•    Develop an implementation roadmap that includes timelines, responsible parties, resource requirements, and measurable outcomes.
•    Recommend monitoring and evaluation mechanisms to track progress and adjust strategies as needed.
- Final deliverables
•    Deliver a polished, comprehensive strategic plan document suitable for presentation to the board of regents and external stakeholders. 
•    Provide supporting materials to aid in dissemination and adoption.
