The vendor required to provide 2035 strategic plan, building on the accomplishments and structure of the prior vision 2020 strategic plan and aligning with town goals for inclusive engagement, transparency, and long-term community sustainability.
- Requirement:
1. Project coordination and development of work plan
• Meet with town staff to develop a project schedule, engagement plan, and communication strategy.
• Provide ongoing project management, coordination, and progress updates to the town’s project lead.
2. Review of existing materials and background information
• Review the town’s vision 2020 strategic plan and other relevant documents (e.g., housing element, capital improvement plan, recent community surveys, budget, and legislative platform).
• Summarize key findings and incorporate lessons learned from the previous planning cycle.
3. Community engagement and public input
• Design and implement a robust, multilingual engagement strategy that ensures broad participation across all demographics, with intentional outreach to historically underrepresented groups.
• Facilitate a minimum of two (2) public workshops and two (2) tabling events to gather community feedback.
• Conduct stakeholder interviews or focus groups with a broad cross-section of participants.
• Provide online and paper survey tools (in english and Spanish) to further collect feedback.
• Summarize and document input received from town council, staff, and community members and explain how it was incorporated into the strategic planning process.
4. Facilitation of strategic planning sessions
• Facilitate at least one (1) strategic planning workshop with the town council and leadership staff to define or reaffirm the town’s vision, mission, values, and strategic priorities.
• Provide strategic guidance based on best practices and facilitate consensus building to align leadership on goals and key focus areas.
5. Strategic plan development
• Prepare a draft vision 2035 strategic plan that includes:
o Vision and mission statements
o Town values
o Strategic goals and measurable objectives
o Key strategies and action items
o Performance indicators or success measures
o Summary of community engagement and feedback from town council, town staff, and community members
• Town staff will present the draft strategic plan to town council, and the consultant will revise it based on their feedback and additional stakeholder input.
• Final strategic plan that is visually engaging, aligned with town branding, and ready for adoption and public dissemination.
