The vendor required to provide development strategic plan recommended a pilot project that would be at least two pop-up events to specifically support economic development goals and encourage ferry ridership.
- Downtown block event
• Targeting an audience of area families, restaurant goers, and shoppers, in collaboration with downtown businesses, property owners, area main street, and other stakeholders, design and execute a special event that activates the public space (street, sidewalk, adjacent city-owned surface parking lot(s)) on a downtown block.
• The goal is to create a new temporary space to play, relax, and enjoy downtown area, while encouraging customers to stay longer and visit more stores and restaurants.
- All events and final agreement
• All events shall be open to the public without restriction; however, aspects of the event may have an age requirement (such as a beer garden), size restriction (such as play equipment), or separate fees or costs for services provided within the event.
• Event producer responsible for obtaining all required permits and licenses; however, after consultation with economic development staff, it is anticipated that city fees therein shall not be assigned to event producer.
• Event producer responsible for all aspects of the event from set-up to teardown.
• Event producer representative shall be on site at all times during event operation.
• No event shall compete with a nearby brick-and-mortar licensed area business.
• This includes components within the event; for example, individual vendors within a farmers’ market.
• City economic development staff shall make final determination in the event of questions.
• Event producer shall market event; city staff will collaborate and provide reasonable marketing support with city resources, for example, employee newsletters, area weekly, public access television, city website, etc.
• Event producer shall provide post-event reports including photos, attendance, qualitative participant feedback, lessons learned, etc., in sufficient detail to allow city to determine if pilot project has achieved its goals.
