RFP Description

The vendor required to provide behavioral health strategic plan includes a wide range of action steps and will require a detailed and thoughtful implementation plan such that community resources are used effectively and efficiently, and plan implementation does not overwhelm available resources.
- Requirement:
•    Program development: proven ability in planning, designing, implementing, and evaluating behavioral health programs.
•    Policy and regulation: deep understanding of state and federal laws, regulations, and reporting requirements related to behavioral health, such as those from Medicaid and the centers for medicare and Medicaid services (CMS)
•    Research and data analysis: the ability to collect, analyze, and interpret large datasets to inform planning recommendations. 
•    This includes skills in quantitative research and impact assessments.
•    Strategic thinking: the ability to assist government agencies in developing long-term strategies to address legislative and operational challenges.
•    Technology proficiency: mastery of relevant software and tools, such as office and presentation software. 
•    Communication: excellent written and verbal communication skills to articulate complex ideas and effectively communicate with diverse stakeholders, from officials to community members.
•    Stakeholder engagement: the ability to facilitate meetings, lead public outreach campaigns, and serve as a liaison between government agencies, the public, and other parties.
•    Consensus building: strong mediation skills to help diverse community interests find common ground.
•    Report preparation: the ability to produce detailed reports, presentations, and grant applications that clearly present findings and recommendations.
•    Policy evaluation and design: conducting studies to evaluate the effectiveness of current government programs and policies and providing recommendations for improvement.
•    Implementation support: assisting in the practical implementation of strategic plan, which can include change management support and training for government staff.
•    Quality assurance and monitoring: developing performance indicators, evaluation tools, and monitoring systems to measure the success of programs and compliance.
