The Vendor is required to provide developing and implementing an effective and measurable public outreach and marketing services program which will inform, educate and engage the community as the 241/91 Express Connector Project advances through the preconstruction, construction, and post-construction phases.
- Prepare a comprehensive public outreach and marketing plan that will encompass the pre-construction, construction, and post-construction phases of the Project, including a detailed budget and schedule.
- The public outreach and marketing plan schedule shall include all activities (by work task, whether performed by the Consultant or by others), start dates, activity durations, product submittal dates, and relationships among work tasks.
- The schedule shall account for interface with, and review by the Agency. The budget and schedule will be reviewed and approved by the Agency Project Manager and shall be regarded as the baseline against which public outreach and marketing plan status and progress is measured and reported.
- Deliverables may include a digital education hub with interactive maps, rate comparison tools, video explainers, targeted social media campaigns, and geo-specific messaging.
- The public outreach/marketing plan may utilize a variety of communication and engagement methods and tools, including one-on-one meetings with city officials and stakeholders, city council presentations, public input cards, newsletters, neighborhood meetings, and open houses — held either in person or virtually.
- The Consultant’s ability to decide the best strategy to keep the community informed/educated during the pre-construction, construction, and post construction/operation phases.
- Support in managing Project microsite, including messaging updates, SEO and GEO application. An understanding of area and/or website management systems are required.
- Supporting communications efforts with drafting copy for webpages, social media, email communications and correspondence as requested by the Agency.
- Provide guidance and recommendations on social media platform strategy, including pros and cons of various social channel structures.
- Assist Agency Project team with proactively briefing and responding to elected officials, community leaders, business groups and community organizations, homeowner associations and residents, as well as other stakeholders between scheduled Stakeholder Working Group meetings.
- Creating general Project awareness messaging, facilitating public support and confidence, and sharing the Project’s benefits in anticipation of construction.
- Creating graphics, images, illustrations, drawings, and sketches to highlight final design plans, such as aesthetics, landscaping, walls, signs, and other elements, on an ongoing basis.
- Monitoring, responding and cataloging comments via phone calls (Project Info/Hotline), emails, letters, social media, public meetings, and other means of communication.
- Developing commuter messaging (with Agency oversight) to help the driving public understand construction activities, road closures, lane reductions, dust, night work and other construction impacts they will experience during construction.
- Monitoring, responding, and tracking comments via phone calls (Project Info/Hotline), emails, letters, social media, public meetings, and other means of communication. Serve as a reference for questions and help with drafting written responses about construction and pre-operation activities as directed by Agency.
- Providing written and visual communications online that clearly explain the purpose and progress of the construction phase. Communications for different platforms must resonate with and appeal to various target audiences.
