The Vendor is required to provide professional communications consulting services to support the department in developing, coordinating, and evaluating strategic brand communications and public health outreach activities.
- Services shall strengthen public understanding of public health, increase awareness of the department programs and services, and support proactive, prevention-focused communications that are clear, consistent, culturally responsive, and measurable.
- Objectives:
• Increase public awareness of department programs, services, and preventative health initiatives using evidence-based and evidence-informed public health communications strategies.
• Clearly communicate the role and value of public health as community-based and prevention-oriented.
• Reach priority audiences, including underserved populations, referral partners, community organizations, and local officials.
• Establish consistent messaging frameworks and performance benchmarks to guide communications efforts throughout the contract term.
- Editorial Planning and Campaign Development
• Develop and maintain editorial calendars and thematic campaign plans.
• Campaign topics may include, but are not limited to, health insurance enrollment, immunizations, disease prevention, and health education initiatives.
• Final campaign selection and timing shall be subject to department approval.
• Identify priority topics, campaigns, and observances by month and quarter.
• Recommend and specify communication channels, formats, and timing for planned content.
• Support coordination with department program staff and external partners.
- Multi-Channel Outreach
• All communications materials shall be culturally and linguistically appropriate and comply with applicable accessibility standards and County policies.
• Digital platforms (e.g., social media, email communications, website).
• Print and community-distributed materials.
• Community events and partner coordination.
• Earned media and traditional media.
- Messaging and Brand Alignment
o Use clear, plain, and accessible language.
o Avoid unnecessary technical or bureaucratic terminology.
o Emphasize practical benefits to individuals and the community.
o Align with agency brand standards, approved messaging frameworks, and County communications guidelines.
o Reinforce shared community values such as prevention, safety, family, and community well-being.
- Media Monitoring and Analysis
• May utilize professional media monitoring and analysis tools to support earned media outreach and evaluation.
• Monitoring may include print, digital television, and radio coverage relevant to department communications activities. Findings shall be incorporated into performance reporting.
