RFP Description

The Vendor is required to provide incarcerated persons communications services (IPCS), including;
•    Incarcerated persons telephone services in the admissions area and in housing areas. 
•    Incarcerated persons video communication services (e.g., tablets with headphones on the incarcerated person's end), including visitation services, on-site visitation, bail proceedings and remote court proceedings, 
•    Incarcerated persons tablets with headphones or similar, including educational, vocational, and entertainment content and services; law library content and services; and mail services,
•    Electronic inmate tracking – products for tracking information about inmates, such as basic file information (name, pod assignment, meal restrictions, program requirements, meal requirements, health requirements) and location and movement information (such as from housing unit to medical or program classroom, and back). 
•    Wearables for incarcerated persons in the medical unit. 
•    Wearables will track vitals in real time and provide that information to monitors accessible to medical and correctional staff in the medical unit.
•    Install, modify, and upgrade the existing digital network infrastructure at the facility as necessary to support the communications system proposed in response to this solicitation. 
•    Migrate or archive data in existing IPCS system. 
•    Remove existing video visit booths. 
•    Provide training to office staff to facilitate seamless implementation and effective use of the systems and their features.
- General functions and features
•    Various system functions, including a 6 digit pin system for incarcerated persons, a 6 digit pin system for persons calling into incarcerated persons, pre-approved number lists, call blocking, restrictions on third-party calls, and call tracking, 
•    Call recording and storage, including a do-not-record list for attorney-client and other privileged calls, 
•    Call monitoring with common call analytics to alert listed persons in the sheriff's office (e.g., the system hears a key word used in an inmate phone call in near-real time and alerts a correctional officer or deputy sheriff.
•    Or the system detects one inmate using another inmate’s pin and alerts a correctional officer or deputy sheriff.), 
•    Key-word searching by, for example, calls arranged or stored by inmate pins and time and date, 
•    Voice biometrics (e.g., to detect one inmate using another inmate’s pin), 
•    Options for call-length or call-frequency limitations, 
•    Communication access for inmates with communications disabilities, 
•    The ability to provide a recording of a call or call-identifying information in response to a court order or other lawful process 
•    Call transcription services 
•    Transcription should support multiple speakers, languages, time-stamps, audio quality, etc.
•    Ability to run advanced search and analytics on transcribed jail calls, digital images and mail, etc. 
•    Ability to flag keywords and phrases in all records and receive notifications via email when there matches 
•    Frequency and trend analysis 
•    Installation and maintenance of the independent internet and WI-FI environment to support IPCS connectivity in the facility, including hardware, software, monitoring systems, and coordination with agency and county networking and cybersecurity teams 
•    If the system cannot do the above-listed functionality, the requirement is to provide an API-based integration that enables secure outbound transmission of data to a third-party platform for transcription, advanced search and analytics. 
•    Outbound integration should support transfer of data from inmate phone calls (audio file and transcribed file formats), digital mail (scanned images, pdfs, or text-based messages), and associated metadata (identifiers, date and time stamps, participants) 
•    API documentation and test and sandbox environment 
•    Restful API architecture 
•    Support for required: xml optional 
•    Data security 
•    Role-based access controls (least privilege) 
•    Secure authentication 
•    Audit logs 
•    Vendor SLA should include API uptime minimums and support
- Digital network and infrastructure
•    Comprehensive assessment of existing network infrastructure
•    Identification of capacity, compatibility, security, or performance deficiencies
•    Provision and installation of required cabling, fiber, switches, routers, or related components
•    System configuration, integration, testing, and commissioning
•    Removal of existing video visit booths
•    Coordination with sheriff's office technical services unit
•    Documentation and as-built drawings
- Compatibility and administrative access controls
•    Tablets must be managed via a mobile device management (MDM) system that allows configuration changes by authorized county staff. 
•    This ensures that educational and library resources authorized by county jails can be updated if initial digital eBook source or any other provider ceases business. 
•    Ensure free resources can be offered by whitelisting or installing library and educational apps on the tablets. 
•    The customizable MDM proxy setting will be used to restrict access to certain resources. 
•    The vendor will allow admin level access to county staff to oversee and make necessary changes directly and without coordination with the vendor. 
•    Devices should be easily configured through the management system to add or remove necessary resources. 
•    Facilitate limited access to our website that targets specific resources, such as the welcome page. 
•    Only allow that page and anything that links from that page. 
•    Provide vendor or correctional facility external IP addresses so that it is possible to limit specific items without the need of authentication. 
•    Migrate or archive data in existing IPCS system.
