The Vendor is required to provide strategic planning services through a structured, phased approach that includes assessment, strategy development, planning, and implementation considerations.
- Assessment
• The engagement will begin with an assessment of the agency’s current environment.
• This phase will include a review of internal operations, organizational structure, programs, and existing planning efforts, as well as consideration of external factors that may influence the agency’s mission and priorities
• This phase is to identify key themes, challenges, risks, and opportunities that will inform the strategic planning process.
• Produce a concise summary of findings to serve as a foundation for subsequent phases.
- Strategy
• Development building on the assessment, the vendor will facilitate engagement with agency leadership to define the future direction of commission.
• This phase will focus on establishing strategic priorities, goals, and success measures to guide the organization over the next three (3) to five (5) years.
• Support leadership alignment and translate key decisions into a clear strategic framework that reflects the agency’s mission, responsibilities, and evolving role.
- Strategic plan:
• Develop a comprehensive strategic plan that consolidates the agency’s priorities, direction, and intended outcomes into a clear and cohesive document.
• The plan shall articulate strategic goals, high-level initiatives, and performance considerations in a format suitable for executive leadership, the commission, and other stakeholders.
• The final product shall be concise, accessible, and designed to support both internal alignment and external communication.
- Implementation and performance
• The final phase will focus on translating the strategic plan into an actionable framework that supports implementation, governance, and ongoing performance management.
• Guidance on execution, including the identification of key initiatives, roles, responsibilities, and accountability structures necessary to achieve the agency's strategic objectives.
• Develop an implementation framework that includes recommended performance measures, milestones, accountability mechanisms, and periodic review processes to enable commission to monitor progress, assess outcomes, and adapt strategies over time.
• The framework should establish clear governance structures and decision-making processes that support sustained execution and continuous evaluation of strategic priorities.
