The Vendor is required to provide to assist with the development of a five (5) year transit strategic plan which will serve to guide the city's vision and plan for the provision of public transportation services provided by the city from 2027 to 2032.
- Lead model
• Staff-led chapters: city staff shall lead and complete the work through internal data gathering and existing conditions reporting, with the consultant providing advisory support.
• Consultant-led chapters: consultant shall lead and complete the work through data analysis, industry research, and responsible for providing subject matter expertise.
• Joint chapters: consultant and city will collaborate on strategic direction recommendations for city decision authority, with the consultant facilitating workshops and synthesizing inputs.
- Drafting and report production
• Document production shall also follow a chapter-based model.
• The consultant shall draft and integrate all consultant-led and joint-developed chapter content.
• The consultant shall also provide formatting support as applicable for staff-led chapters to ensure a cohesive and unified draft and final consolidated report for the strategic plan.
- Stakeholder engagement
• Gather input from staff, stakeholders, and the public to inform strategic plan directions using a decision-focused and cost-efficient engagement approach.
• The consuitant shall be responsible for planning and conducting targeted engagement with internal city departments, external stakeholders, and other relevant stakeholders.
• Include collecting input from residents, business representatives, and other user groups to guide the development of the strategic plan and ensure recommendations are informed by operational and community perspectives.
• Stakeholder engagement will be a key source of information that will inform analysis, validate emerging directions, and refine recommendations embedded within each chapter of the strategic plan, rather than constituting a standalone chapter
- External stakeholder engagement
• Understand the perspectives and transportation needs of major trip generators, institutional partners, and regional transportation stakeholders to inform network planning, service coordination, fare integration, and growth strategies.
• External stakeholder engagement is intended to be targeted and focused on known strategic partners and regional connections.
• Engagement activities may include meetings, workshops, or structured discussions, as identified in the engagement plan, and shall include a prepared agenda to be distributed in advance to all participants.
