Marketing Feasibility Study to conduct a comprehensive evaluation of County-owned assets to identify opportunities to generate market-based revenues through sales, sponsorships, naming rights,
advertising, partnerships, licensing, concessions, and other appropriate commercial arrangements
- County seeks an independent feasibility study to determine which assets may have marketable revenue potential, the nature and magnitude of that potential, and the appropriate strategies and structures for pursuing those opportunities while protecting the County's public mission and interests.
- Asset Inventory and Evaluation: Develop and/or validate a comprehensive inventory of County-owned assets that may have potential for market-based revenue generation. Evaluate each asset based on location, visibility, usage, audience, physical characteristics, existing agreements, legal or operational limitations, public purpose, and other relevant factors.
- Market and Revenue Feasibility Analysis: Assess the commercial market for each potentially marketable asset and identify appropriate revenue opportunities, including sponsorships, naming rights, advertising, sales, licensing, concessions, partnerships, and other revenue-generating mechanisms. Estimate potential market value and revenue ranges where reasonably practicable.
- Competitive and Industry Benchmarking: Research comparable jurisdictions, public agencies, venues, facilities, and private organizations to identify successful asset monetization models, market practices, pricing structures, agreement terms, and emerging opportunities.
- Legal, Policy, and Operational Considerations: Identify material legal, regulatory, policy, contractual, ethical, branding, and operational considerations that could affect the County's ability to market or monetize specific assets. Identify approvals, restrictions, or policy changes that may be necessary.
- Prioritization of Opportunities: Develop a framework to rank and prioritize assets based on revenue potential, market demand, implementation complexity, public benefit, risk, timing, and other relevant criteria. Identify nearterm, mid-term, and longer-term opportunities.
- Strategic Implementation Plan: Develop a comprehensive plan that identifies recommended assets, revenue strategies, target markets, potential buyers or sponsors, recommended transaction structures, implementation timelines, and estimated costs and revenues. The plan should provide a practical roadmap for the County to move from feasibility analysis to implementation.
