The vendor required to provide comprehensive plan update will provide a clear, policy-driven and implementation-oriented guide to land use planning, infrastructure timing and availability, service provision, growth coordination across jurisdictional boundaries.
- The plan shall also update and delineate the future land use map and supporting policies, taking into consideration:
• Newly adopted zoning code and existing zoning designations
• Area of impact elements and language consistent with state code
• Alignment with adopted development impact fee methodologies, capital improvement plans and service assumptions under state code §67-8208
• Incorporation of adopted capital improvement programs
- Project administration
• Development and implementation of a public engagement plan, consistent with state code §67-6509
o Include a clearly defined schedule of engagement activities aligned with statutory noticing, hearing, and adoption requirements.
• Public outreach using workgroups, open houses and online platforms, surveys, etc. (consultant led with county oversight and participation).
• Needs to take state code §67-6509 (requirements for public hearings, notices and adoption) into account as state of the public engagement and hearing strategy.
• Stakeholder identification and engagement strategies
• Coordination with county staff on notices, materials, scheduling, venues, etc.
• Meeting summaries and outreach documentation:
o Facilitation of meetings and workshops, including preparation of meeting materials, summaries and outreach documentation.
o Documentation of public input and how it was used to inform the plan policies
• Preparation of an existing conditions report or memorandum.
• Preparation of draft and final comprehensive plan documents.
• Preparation of all maps in GIS and pdf format.
• Including, but not limited to the future land use map(s), prime farmland, open space, parks and recreation, sensitive lands (steep slopes, floodplain), existing land use, existing and future roadway network, targeted focus areas, etc.
• Preparation of an implementation matrix.
• Creation of comprehensive plan graphics to include ‘branding’ for all outreach documents and final plan, as well as a color guide that meets ADA standards.
• Delivery of all work products in editable formats (e.g., MS word, GIS-compatible files, as applicable) and meets ADA standards.
