The vendor required to provide purchase private real property appraisal identified as at-risk to flooding from willing sellers, demolish and remove structures and infrastructure on the property, and transfer properties to land stewards to facilitate the restoration of beneficial open space, flood mitigation, and shoreline stabilization which shall be subject to recorded use restrictions.
- Property appraisal services
1. Provide independent real property appraisal services for properties identified by the program as eligible for voluntary buyout, including but not limited to:
• Owner-occupied residential properties (1–4 units)
• Tenant-occupied residential properties
• Mixed-use properties
• Commercial properties
• Vacant residential or developable parcels, as applicable
2. Provide full narrative appraisal reports that include:
• Property identification
• Site description (e.g., square footage, size, zoning, floodplain status, easements, encroachments, utilities).
• Improvement description (e.g., age, size, construction type, condition, quality of maintenance, occupancy status at time of inspection).
• Market data analysis (comparable sales within the appropriate geographic area and timeframe).
• Final value conclusion
o Final concluded fair market value
o Effective date of appraisal
o Certification and signed appraisal report
- Program-specific requirements
• Establish property valuations based on current fair market value (FMV).
• Appraiser must disregard any increase or decrease in value caused by the program announcement.

• All appraisals shall conform to:
o USPAP (uniform standards of professional appraisal practice)
o Any applicable state-level program guidance
• Contractor must maintain appropriate professional licenses and certifications in the state.
o Ensure appraisers assigned to the program are qualified for the property types and geographies served
- Review and quality control
• Provide draft appraisal reports to the program for preliminary review.
• Provide additional documents such as inspection photos and maps.
• Provide a process for reconsideration of value if new comparatives or data is presented.
• Issue final certified appraisal reports.
- Coordination and timelines
• Coordinate directly with the center staff and property owners or their tenants, when applicable.
• Conduct site inspections in a timely manner.
• The center anticipates that appraisal reports will generally be completed within ten (10) business days of assignment.
• Timelines may vary based on property complexity, access, or market conditions.
- Customer relationship management (CRM) and data sharing
• Provide appraisal outputs in a format that allows integration into the program’s CRM platform, including structured data for key fields.
• CSV or another import-ready format:
o Property address, owner name(s), and parcel identifiers
o Effective date of appraisal
o Appraised as-is, current, fair-market value
o Highest and best use determination
o Comparable property addresses, sales prices, and dates of sale
o Site characteristics (lot size, zoning, floodplain status, utilities)
o Building characteristics (year built, square footage, condition, style, occupancy type)
• Participate in testing and troubleshooting with program staff and technical consultants to ensure accurate CRM integration.
• Maintain secure copies of all information related to the program in compliance with program policies.
