The vendor is required to provide for financial management consultant services for the county correction center.
- The consultant shall review all financial operations and provide advice in the matter of financial management of the facility
- The consultant must possess knowledge, skill, and experience in providing financial management and services to government entities and correctional facilities.
- The following minimum threshold requirements that will be utilized in the solicitation of person(s) or firms to be considered:
• Must have previous working experience overseeing financial management for correctional facilities.
• The selected respondent must have a demonstrated track record of providing financial management services.
• Demonstrate experience in working/consulting with other correctional facilities on related matters.
• Respondents must comply with all applicable local, state, and federal laws and regulations
- Work to be accomplished under this contract shall include, but not limited to:
• Review and provide comment on plan of finance (costs and funding sources) for proposed projects.
• Identify and evaluate financing alternatives.
• Quantify borrowing needs by type, estimate debt service requirements.
• Analyze refunding and/or restructuring opportunities for outstanding bonds, if applicable.
• Collaborate with county, correction center, and existing consultants to model impacts of plan of finance and required borrowings, as required.
• Assess preliminary affordability of capital program and plan of finance based on evaluation of key financial metrics.
• Assist the county in determining preferred financing approach and provider.
• Analyze financial and economic factors to determine if the issuance of bonds or another form of debt is appropriate.
• Develop a financing plan in concert with the county’s staff which would include recommendations as to the timing and amount of series of debt transactions to be issued.
