RFP Description

The vendor is required to provide agency website is currently housed within the mass.gov web-based platform.
- Vendor for support in building, re-designing, consolidating, and relaunching a stand-alone webpage for agency, in addition to creating a new agency internal employee intranet site.
- Website objectives:
• Enhanced user experience: ensure easy and accessible navigation across devices, allowing users to find information in under three clicks.
• Robust search functionality: implement a powerful search tool with OCR (optical character recognition) for improved searchability and optimize content for SEO (search engine optimization).
• Improved design & organization: use modern visuals, videos, and structured content pathways to enhance engagement.
• Efficient content management: provide an intuitive, user-friendly and configurable CMS with automation and advanced document management for easy content updates by nontechnical staff.
• Connect users to services: host web-based forms that allow users to report fraud, request assistance, and subscribe to agency publications.
- Design, content management and user experience:
• Support the full buildout of agency webpage which includes:
o Wire frames, design, and templates (in alignment with agency branding and style guide)
o Content management buildout (WordPress or other equivalent platform) which is user friendly and configurable for internal staff.
o CMS should additionally offer automated processes and scheduling options for website publishing.
o protype creation, user experience/acceptance and testing
• utilize user experience and design to:
o Create two focuses of the public facing website showcasing the agency main priorities of prevention (education, training, knowledge transfer) and deterrence (investigation, compliance) in an accessible and easily navigable layout.
o Allow users to navigate to pages they need in a maximum of 3 clicks with menus targeting the most common inquires and tasks.
• Create a visually pleasing and modern design similar to office of inspector general - office of the comptroller.
• Create interactive visuals (dashboards, mapping, images), such as:
o Mapping of all 351 communities with various information
o Dashboards that track outputs i.e., letters, reports, advisories, etc.
- Robust searchability:
• Provide robust searching capabilities within website buildout to allow users to find what they need, which includes implementation of full OCR (optical character recognition) to allow for searches within key words in documents to appear.
• Create a searchable database for publications (keyword, title, date, type of document) that would allow users to locate, read and download a publication in a pdf format.
• Support googles analytics configuration and search engine optimization (SEO)
- Additional website features:
• Engage with third party vendors to provide solutions for connections and potential integrations between agency website and other agency applications, including but not limited to, case management, learning management system, constant contact and SharePoint.
• Provide solutions for contact and engagement tools such as live chat, FAQs, and social media with the option to seamlessly incorporate and display these channels within the site.
• Provide solutions for additional website features such as blogs and newsletters.
• Provide site analytics for tracking user behavior, engagement, device type, browser, location and soliciting feedback.
• Provide agency with recommendations for compatible security, domain name, website SSL (secure sockets layers), engine hosting, and firewall. collaborate with third-party vendors to implement these functions with the website build
- Employee intranet specifications:
• build out an employee intranet website or utilize agency existing SharePoint application for an employee intranet. if a separate website buildout, qualified vendor must provide a solution for connecting external intranet site with the agency current SharePoint application.
• Enable employees to easily navigate and find agency applications and systems, policies, resources, and other key tools.
• Provide an employee directory with profiles and contact information.
• Provide communication features for agency news, announcements and alerts on the site (banner alerts and messages with recent announcements).
• Create personalized employee dashboards
• Develop role-based permissions and access controls for employees responsible for updating back end of system.
- Website and intranet specifications:
• Create a website and intranet which is configurable, changeable (would allow agency staff to make needed changes without submitting requests or tickets) and user friendly for all to utilize.
• Provide strong user experience and design which allows users to navigate to pages and content they need in a maximum of 3 clicks with menus targeting the most common inquires and tasks.
• Ensure responsive design for desktops, laptops, tablets and mobile phones, with quick upload speeds on commonly used browsers.
• Ensure website and intranet are accessible and follow ADA compliance, providing tools and/or resources to assist with accessibility best practices.
