RFP Description

The vendor is required to provide asset management services to support the creation and development of a comprehensive asset management plan (AMP) and strategic plan (AMSP).
- Core assets (excluding water and sewer)
1. Creation of asset management plan (AMP) – core assets (excl water and sewer)
• Develop a comprehensive amp for the town’s core assets, outlining asset management objectives, strategies, and methodologies.
• Establish baseline data and populate the town’s asset management database with relevant information on core assets.
• Identify and address any existing data gaps in the asset database
2. State of infrastructure review
• Assess and document the current state of core infrastructure (excluding water and sewer).
• Develop an updated ‘state of infrastructure report’ with condition ratings, replacement values, and infrastructure deficit analysis.
3. Levels of service & performance measures
• Review and assess current levels of service for core assets.
• Identify opportunities for improvement based on best practices
• Develop key performance measures and assess asset performance.
4. Lifecycle management strategy
• Document current lifecycle management strategy for each asset category, including maintenance, repair, renewal, and replacement.
• Provide a cost-risk-benefit analysis of various lifecycle management options (e.g., renewal vs. replacement).
• Develop a strategic approach for lifecycle management of assets, including both current practices and recommended future strategy.
• Assess lifecycle costs associated with each asset, including capital, operation, maintenance, and disposal costs.
• Integrate lifecycle costing into the asset management strategy to optimize decision-making and resource allocation.
5. Future planning & risks
• Identify future population and economic changes and assess how these might affect asset requirements.
• Assess service risks and document recommended mitigation measures for high-level risks.
• Develop proposed levels of service with lifecycle strategies and cost estimates.
6. Financial strategy
• Develop a long-term financial strategy for managing core assets, incorporating lifecycle costing to ensure sustainability and affordability over the life cycle of the assets.
• Provide financial projections over a 25-year period that account for all lifecycle costs (e.g., maintenance, repair, replacement).
• Identify funding gaps and propose mitigation strategies.
7. Public communication and reporting
• Develop a communications strategy to ensure asset-related information is transparent and accessible to the public.
• Provide recommendations for inventory visibility and reporting mechanisms.
- Non-core assets
1. Creation of asset management plan (amp) – non-core assets
• Develop a comprehensive amp for the town’s non-core assets, outlining asset management objectives, strategies, and methodologies.
• Establish baseline data and populate the town’s asset management database with relevant information on non-core assets.
• Identify and address any existing data gaps in the asset database.
2. Facility condition assessment
• Conduct a visual condition assessment of each facility, including accessibility compliance.
• Identify capital and maintenance needs, provide useful life and replacement values, and prioritize capital projects.
• State of infrastructure review
o Collate a detailed inventory of non-core assets.
o Prepare a ‘state of infrastructure report’ summarizing conditions, remaining life expectancy, and capital needs.
3. Levels of service and performance measures
• Establish levels of service and performance indicators for non-core assets.
• Assess asset performance and recommend improvements.
4. Lifecycle management strategy
• Review lifecycle maintenance activities for non-core assets and propose enhancements.
• Develop a maintenance contract schedule for ongoing management.
• Provide strategic recommendations for managing non-core assets.
• Analyze financial and operational impacts of different approaches to noncore asset lifecycle management.
5. Future planning & risks
• Assess non-core service risks and document recommended mitigation measures for high-level risks.
• Develop proposed levels of service with lifecycle strategies and cost estimates.
6. Financial strategy
• Develop a 25-year financial strategy ensuring sustainability and affordability for non-core assets.
• Identify funding sources and financial risks.

a. Condition assessments and inspection reports:
• Monthly inspections and semi-annual shop visits for all mobile equipment in fire and EMS.
• Condition assessments and funding reports from the insurer.
b. Asset management plans:
• Evergreen lives and plans for all fire and EMS assets (excluding buildings).
• High-cost evergreen assets with identified service lives through the capital plan.
c. Financial strategies and asset replacement plans:
• Asset replacement lives identified through the capital plan.
• 20-year asset replacement schedule.
• Capital asset amortization schedule for the 2023 audit.

• Fire department information managed through FirePro

- The total budget for this project is $120,000 CAD.
