The vendor is required to provide comprehensive services for include:
• Provide immediate safety planning, needs assessment, and access to resources and services for victims, including emergency shelter, housing options, counseling services, support groups, and legal assistance.
• Customize services for victims by providing follow-up support to explore strategies for reducing risk and laying the groundwork for longer-term safety and support services for victims and their children.
• Provide county sheriff’s deputies with ongoing support and technical assistance to address issues related to domestic violence calls.
• Facilitate a “quarterly police contacts meeting” with designated department representatives to ensure effective communication and ongoing strategic collaboration.
• Deliver training at sheriff’s office meetings, briefings, and the police academy to promote an effective, coordinated response to domestic violence victims.
• Conduct an annual client satisfaction survey mid-year with the county sheriff’s office contact officer to ensure quality assurance.

• A 24-hour crisis hotline.
• Emergency shelter.
• Counseling for victims and their children.
• Legal assistance to obtain restraining orders.
• Teen outreach and community education programs.

1. 24/7 telephone counseling:
• Operate a crisis hotline for immediate support.
• Provide specialized counseling for victims referred by law enforcement.
• Ensure trained counselors are available 24/7 to respond to referrals and offer resources.
2. Follow-up services:
• Contact victims referred through the protocol.
• Make at least four attempts to reach victims if initial contact is unsuccessful.
3. Core services:
• Maintain a 24-hour crisis hotline to assist victims.
• Provide emergency shelter for victims and their dependents.
• Offer trauma-informed counseling for victims and their children.
• Deliver legal assistance, including help with obtaining temporary restraining orders.
• Implement teen outreach and community education programs to raise awareness about domestic violence.
4. Collaboration with sheriff’s office:
• Establish and maintain strong communication channels with the county sheriff’s office and all law enforcement agencies in the county.
• Ensure prompt responses to referrals and integrate services during incidents.
5. Compliance with protocol:
• Adhere to the county's domestic violence protocol for law enforcement, ensuring timely notification and response in all domestic violence cases, regardless of criminal classification.
- Performance measures
o 95% of clients referred by the county sheriff’s office will connect with a counselor within 10 minutes.
o 100% of clients referred via electronic referral will receive two (2) follow-up attempts by phone within 48 hours from a domestic violence counselor.
o 100% of clients contacted will be offered the opportunity to a safety plan and access additional resources.
o 100% of ERP clients who contact a counselor will receive resource information and formalize a safety plan.
o Referral services: at least 50% of clients served by the ERP program will receive one or more referrals when connected with a counselor.
o Provide at least three (3) training sessions annually for the county sheriff’s office on referral strategies, CORA'S programs, services, and county-wide domestic violence protocols.
o Submit quarterly reports that include both quarterly and cumulative statistics for the year, specific to the county sheriff’s office. reports should include:
▪ Total referrals made by the sheriff’s office, broken down by method of referral, race, gender, age at intake, and city.
▪ Total number of discrete and repeat referrals.
▪ Total number of discrete and repeat referrals.
o Comprehensive statistical data on client demographics and outcomes related to countywide services utilized by domestic violence victims in cases referred to by the sheriff’s office, including:
▪ Mental health services
▪ Emergency shelter
▪ Housing
▪ Legal assistance
▪ Client demographics including: age, race, and gender.
- Eligibility requirements:
• Extensive experience: demonstrated expertise in delivering domestic violence services, such as emergency shelter, counseling, and legal advocacy.
• 24/7 service capacity: Proven ability to operate a round-the-clock service model.
• Collaborative efforts: Evidence of successful collaboration with law enforcement and community organizations.
• Compliance: Confirmation of compliance with all legal and regulatory requirements for providing domestic violence services in state. - Contract Period/Term: 3 years
