The Vendor is required to provide standards of cover study and community risk assessment services.
- Providing all-hazard mitigation and emergency medical services (EMS), supported by community education and prevention.
- A comprehensive standards of cover and community risk assessment in partnership with its leadership team, firefighter and admin personnel, as well as elected and appointed officials, to create a comprehensive analysis of community risk factors, appropriate levels of service.
- Analyze service levels in relation to current risk, topography, and station distribution.
- Analyze risk based on terrain, historical fire activity, and adjacent development.
- Provide recommendations to strengthen long-term community resilience through defensible space initiatives, enforcement of WUI codes, public education, partnerships, and evacuation planning.
- Provide a quantitative assessment of the fire prevention division’s staffing, workload, enforcement capacity, use of technology, and professional development.
- Assess the current and future need for specialty teams, including hazardous materials and technical rescue (confined space, trench collapse, structural collapse, and rope rescue).
- Assess planning and coordination capabilities across multiple hazard types, including seismic, technological, and human-caused events.
- Assess the department’s capacity to prevent, mitigate, and respond to wildland-urban interface (WUI) fires.
- Provide a quantitative assessment of the fire prevention division’s staffing, workload, enforcement capacity, use of technology, and professional development.
- Identify structural or procedural limitations that may inhibit the division’s ability to keep pace with the city’s growth and risk environment.
