RFP Description

The Vendor is required to provide a comprehensive on-site medical health/dental/mental health services program for the inmates of the county.
- On-site medical services include:
• On-site initial physical assessments, prevention of infectious diseases, on-going evaluation and treatment of minor medical conditions, and stabilization of urgent and/or emergency medical conditions.
• On-site dental services program to meet the needs of inmates, including but not limited to: initial physical assessments, prevention services (cleaning), extractions, examinations and emergency treatment; and
• On-site mental health services program to meet the needs of inmates, which may include screenings at different times, referrals to appropriate treatment and medication management; and
• Establishment of an off-site preferred provider network of hospitals, physicians and other ancillary medical providers to provide medically necessary services to inmates which cannot be provided on-site (at the detention center);
• Establish quality of service criteria, measure, and audit processes, develop complete and accurate data reporting to assist the county detention center in controlling costs and minimizing risk; and
• Establish, maintain, and continuously improve all processes as necessary to meet and exceed all accreditations requirements; and
• Utilization of the best practices for quality-of-care delivery that are actively monitored and audited to ensure performance that routinely meets the appropriate standard of care.
• Daily monitoring of outstanding orders and visits to ensure that there is no delays especially for high acuity orders/visits.
• Monthly reporting of timeliness of care for each of the services, medical records review for quality of clinical assessments by each of the medical staff on a rotating basis with feedback to the medical staff for continuous improvement.
• Trend data over time to track performance of each of the metric.
• Ensure appropriate and timely use of the electronic medical records (EMR) when diagnosing and treatments inmates.
• The county reserves the right, in cooperation with the medical services provider (MSP) to conduct quarterly performance evaluations and independent review of health care services with the MSP corporate representative.
