RFP Description

The vendor is required to provide for Medical, Dental, Vision, and EAP Benefits for Danville Public Schools through competitive negotiation. Both employers paid, and employee paid options will be accepted.
A. Medical Proposed Plan Design Specifications:
• The Offeror is requested to submit a proposal for only the following products:
o Option 1 – All carriers/vendors are to provide either fully insured or self-insured medical proposals. If self-insured proposals are submitted, please include options without and with pharmacy and reinsurance carved out.
• plan design descriptions for full details on current medical and wellness plans.
• proposals for a fully insured and/or self-insured basis for Medical.
o Option 1: $100k
o Option 2: $125k
o Option 3: $150k
• Client is to have flexibility in desired plan design structure.
• Details as to how to manage costs, encourage smart and effective utilization, improve healthy choices and provide value to Danville Public Schools and their employees
• Provide detail of wellness resources including educational support, employee and employer communications, engagement and activity-based programs and outcome-based programs.
• Pricing is to be based on estimated utilization, not all eligible employees on a per-member per month basis.
• Plans must meet all the Affordable Care Act and State Mandate requirements.
• Three-year contract desired – Carrier can receive additional points in the evaluation if willing to offer future cost guarantees.
• If your company cannot provide a quote for all the plans listed above, it is acceptable to present an offer for one or more of the plans listed.
B. Dental Proposed Plan Design Specifications:
• Please submit proposals for fully insured and/or self-insured basis for Dental.
• Provide examples of benefit structure with submission
C. Wellness Objectives:
• Keep the workforce healthy, engaged, and productive.
• Help mitigate risk by proactively managing “at risk” population.
• Motivate and clinically support our employees and dependents to make and maintain healthy lifestyle choices and efficacious, cost-effective healthcare decisions.
• Focus on outcome-based programs.
• Integrate and coordinate efficiently, timely, and accurately with other related plans and service providers including medical, pharmacy and reinsurance providers.
• Improve morale and productivity, minimize absenteeism, and continue to build a culture of health and well-being.
• Carriers that provide wellness dollars to help launch the program will be favored during the evaluation process.
• All carriers must complete the Wellness spreadsheet in the RFP and provide pricing for preferred services.
• Prefer pricing based on estimated population to use the service not per employee per month basis. Please quote services ala carte.
• Client to be able to use outside wellness vendor, if desired
• Carrier to provide claims data to OneDigital, Wellness vendor, Pharmacy vendor, Reinsurance vendor and Data Warehouse vendors.
• Carriers must provide cost to provide claims data to these vendors.
D. Overview of Population Health Management Services to Include:
• Targeted health programs
• Group health education sessions.
• Health promotion tool resources
• Biometric screening options, clinical health risk assessment and patient consultation
• Individual Score card report after completion of biometrics and health risk assessment
• Aggregate Employer Report
• Advanced Health Coaching
• Integrated Telemedicine
• Reporting of outcomes
• Reward resources
E. Performance Management:
• Provide good key plan performance stats compared to solid benchmarks.
• Provide average renewal rate increases for similar designs for similar size groups.
• Seamless, smooth implementation is expected.
• Provide ongoing support of the program along with reporting and outcome results of the program.
F. Evaluation Criteria:
• Total conformance with requests and requirements of RFP
• Ability and experience of the offeror providing the requested products and services.
• Demonstrated performance of the offeror related to requested products and services.
• Demonstrated relevant experience and performance of employees to be assigned to Danville Public Schools.
• Demonstrated effectiveness of proposed products and services to achieve RFP objectives.
• Demonstrated strategic, comprehensive and efficacious and cost-effective wellness program.
• Provide three (3) references for current clients who are similar in size, industry, and who are self- funded in state.
• Include client name, contact name, title, telephone number, email address, years with your company, plans offered and funding methodology.
• Provide three (3) references for terminated clients. Include client name, contact name, title, telephone number, email address, years with your company, reason for termination.
• Provide Year 1 cost (client desired 1 year contract with options to renew year 2 and 3)
• Provide administrative and fixed cost fees for Years 1, 2 and 3
