RFP Description

The vendor is required from qualified providers to pick-up and dispose of hazardous medical waste from all central region and east central offices in accordance with all federal and state laws.
- The provision of medical waste disposal services:
a. Regulatory compliance:
• All services must comply with the resource conservation and recovery act (RCRA).
• Follow guidelines set by the occupational safety and health administration (osha) regarding
hazardous waste disposal.
• Abide by regulations outlined by the department and relevant federal and state guidelines.
• Be knowledgeable of the medical waste tracking act and include appropriate training and certification processes for personnel.
b. Type of waste:
• Biohazardous waste including sharps, pathological waste, and other infectious material.
• Pharmaceutical waste, including expired medications and related products.
• Non-hazardous waste that may contain a mix of materials that require special handling.
c. Packaging requirements:
• All medical waste must be collected in appropriate, leak-proof containers that are color-coded and clearly labeled as per osha standards.
• Containers must comply with EPA regulations on medical waste management.
• Vendor must provide all necessary packaging materials to client facilities.
d. Transport specifications:
• Utilization of dedicated vehicles for transporting medical waste equipped with necessary containment and climate controls.
• Compliance with dot regulations for the transport of hazardous materials.
• Implementation of a tracking system for monitoring waste from the point of collection to final disposal.
e. Treatment and disposal:
• Waste must be treated using an EPA-approved treatment technology (e.g., autoclaving, incineration).
• Provide documentation of waste processing and disposal outcomes, including any applicable certifications.
• The vendor must provide manifests documenting the disposal process.
• Ensure that all waste disposal facilities are duly licensed and compliant with state and federal regulations. - Service requirements
a. Frequency of service:
• Establish a flexible collection schedule based on the specific needs of the department different healthcare facilities, including but not limited to weekly, bi-weekly, or on-request collections.
• Provide emergency collection services upon request within a specified timeframe.
b. Communication:
• Establish a clear communication plan for addressing any issues that arise and reporting incidents affecting waste management.
