The vendor is required to provide the city with an internal, external, and crisis communications plan to guide communications over the next three years.
- The plan will focus on a successful and effective approach to engaging city employees, residents, visitors and stakeholders and providing an understanding of city services, initiatives and resources.
- Using research, the plan should identify effectiveness in customer reach, brand recognition and perceptions.

- such as diverse public engagement opportunities, streamlined stakeholder communications, brand consistency, and standardized messaging and tools for staff.
- Provide a blueprint for future communications activities to reach external and internal audiences in the most creative and efficient manner possible.
- An external and internal strategic communications strategy with clear goals, priorities, key messages, target audiences and recommended channels.
- A roadmap with timelines, budget estimates and a comprehensive roll-out strategy.
- Identify results measurement tools and reporting.
- Alignment with the broader goals in the city’s ignite! Strategic plan.
- Conduct an organizational analysis of communication services to ensure creative services is positioned as a high performing, high-functioning communications department, is effective and fully staffed to perform best practices in strategic communications and provides excellent communications support to the city.
- Establish clear roles and responsibilities between creative services and city departments.
- Assess the processes, organizational capacity and responsibilities for maintaining and enhancing communications efforts in creative services.
- Provide a comparison to other local jurisdiction communication departments and best practices.
- Increase the use of consistent, clear and recognizable messaging and brand usage for all city communications.
- Conduct a materials review/communications audit
• Review existing internal and external communication tools.
• Review external-facing communication activities, materials, procedures and practices of city departments outside of creative services.
• Review existing crisis communications and develop a coordinated model across all departments.
