The vendor is required to provide marketing and communications agency to provide a broad spectrum of marketing services, including research, consulting, analysis, and training; content creation and design; advertising and message placement; media outreach and management; event planning and stakeholder outreach; and point-of-care messaging and collateral.
- These services will include, but are not limited to, the following.
1. Research, consulting and training
• Research - survey public health and communication science literature for evidence-based messaging strategies; lead market testing through modes such as surveys, stakeholder interviews and focus groups to identify messages that resonate with the intended audience.
• Strategy consulting - make recommendations for end-to-end marketing strategy; support brand strategy for new services and initiatives; develop and implement department-wide and program specific communication plans, including crisis communications.
• Data collection and analysis- establish and analyze key advertising and marketing campaign metrics; advise on methods to improve performance.
• Training - provide technical assistance to support campaign development and implementation; train department staff and partners on media engagement, marketing activities and use of tools.
2. Content creation and design
• Graphic design - create marketing materials (e.g. brochures, palm cards, flyers, posters); produce reports, newsletters, booklets and presentations that may require data visualizations and other illustrations (e.g. maps, graphs, infographics); and design custom promotional products (e.g. t-shirts, mugs, bags, stickers).
• Web based design - optimize or develop web page elements, blog templates and themes, mobile aps, banner ads, social media and email marketing assets.
• Animation and motion graphic design - create storyboards; film, develop and edit videos; produce animated graphics and presentations.
• Social media graphics - develop branded templates to display content to meet the changing landscape of digital marketing (e.g., reels, video platforms).
• Toolkits- create digital campaign toolkits for the public to use on current campaigns to share in newsletters and online.
• Instructional design - produce training videos, instructional materials, courses and workshops
• Writing and editing - provide editing, copywriting, professional writing, and proofreading services.
• Brand strategy - develop and manage department brand to enhance visual communication and brand identity, design logos, and other visual identity material.
3. Advertising and message placement
• Print - placement of display ads in newspapers, magazines, newsletters or other forms of printed communications.
• Broadcast - purchase of radio and tv spots, as well as spots on satellite networks, programs streamed on the internet and podcasts.
• Message distribution/placement - collateral printing, fulfillment, mailing (including mailing list generation, Robo calling, data cleansing and post office tracking); in-person distribution and placement of brochures, posters or other marketing materials to residents cook county health clinics, and partner organizations for example.
• Outdoor - manage media buy; printing and placement of billboards, posters, signs and other forms of outdoor media that reach residents outside their homes.
• Digital - placement of web banners, pay-per-click lead generation, and advertising on Facebook, x (aka twitter), Instagram and other social media sites. includes SEO and pixel tracking.
• Promotion - use of sponsored events, influencers, and other promotional content.
4. Media outreach and management
• Media cultivation - assess the media landscape and identify potential media targets for relationship-building and eventual story pitching; monitor general media to identify relevant trending news and stories.
• Story pitching - develop concise, compelling story pitches; pitch stories to reporters, with requisite follow-up.
• Message development - create media content including press releases, FAQs and fact sheets; develop talking points for responses to media inquiries; prepare department staff for interviews.
• Social media - develop a plan around use of social media tools to extend reach of stories, including messaging, posts and monitoring.
• Media tracking -track media coverage and placements; produce report on activity.
5. Event planning and stakeholder outreach
• Event concept - develop event concept/theme in consultation with stakeholders; identify strategies to engage target audience (e.g., campaign launch event, conference, town hall)
• Event planning and promotion - manage all aspects of event logistics including invitations, catering, space reservations, etc.; advertise through a multi-channel marketing strategy to reach the target audience
• Partner coordination- engage local schools, providers and community organizations, as applicable, to help develop, advertise, and/or participate in events
6. Point of care display development
• Display development - design and produce branded displays (e.g. wallboards, take-one displays, pharmacy bags, restroom signage, naloxone distribution boxes) designed to reach residents, patients and providers in point of care (healthcare settings) and community settings such as laundry mats, gas stations, park districts, forest preserves, libraries or to display at outdoor community events.
• Work may also include the design and wrapping of department purchased distribution boxes or vending machines.
• Distribution and placement - collateral printing, fulfillment, mailing (including mailing list generation, data cleansing and post office tracking); in-person distribution and placement of brochures, boxes, displays, posters or other marketing materials.
