RFP Description

The vendor is required to provide assessment services for include:
• Update and maintain all real property assessment records.
• Include the assessment of all new construction, remodeling, additions and changes relating to improvements removed for any reason such as fire, demolition, etc. through building permits.
• This service shall also include all property values be kept in market value compliance in accordance with the department of revenue’s yearly equalized values.
• Bayside is considering two options:
o Conducting a full market revaluation every year
o Conducting a market revaluation in odd numbered years with maintenance being done in even numbered years.
o Maintenance in compliance with state statutes.
o Any other option the contractor would like to propose.
• Attend open book and all board of review meetings and shall be responsible for defending all assessments.
• The open book meeting shall be conducted as required by state statute.
• The open book meetings shall be completed no later than the agreement date specified.
• Open book appointments should be available virtually and in-person.
• Enter all real estate assessments in the current assessment roll so that it may be submitted to the board of review.
• The village of bayside does not have any manufacturing properties.
• Assign a primary contact or account manager to contact when issues arise regarding the services offered by the vendor.
• A statutory assessor must also be assigned to the account.
• Provide advice and opinion for assessment matters and will defend values through the appeal process beyond the open book and board of review.
• Use a computer software to accurately provide bayside with records of maintenance and revaluation.
• Vendor shall consider all necessary factors in the valuation of all land and improvements where applicable.
• The vendor shall be responsible for updating the village software program with the assessment data and monthly name and address changes from the county register of deeds office for county.
• Complete all state of reports involving assessed valuations as requested.
• Before initiating services in a calendar year, vendor shall provide bayside an estimated schedule of when they will be performing said services.
• The vendor shall promote understanding of the assessment process with taxpayers and the municipality through proactive communication that can be shared through the community’s communications.
• The vendor shall make itself available to respond to all public inquiries via mail or phone for all regular work days in the calendar year.
• All contact information shall be shared with the municipality. vendor will also respond timely to any inquiries from the municipality.
• Provide any requested presentations and reports to the municipality as requested.
