RFP Description

The vendor is required to provide for three (3) projects: 1) conduct classroom observations and assessments utilizing the classroom assessment scoring system (class®) tool for multiple sites locations throughout state; 2) provide related analysis and reporting services; and 3) external evaluation and analytic services.
- Goals:
• Improving teacher-child interactions in emotional support, classroom organization, and instructional support
• Promoting a culture of continuous improvement to increase classroom instructional quality
• Creating and enhancing a supply of quality early education classrooms across state
• Establishing key performance benchmarks that will facilitate organizational and community learning
• Comparing performance in relation to other regional and/or local, state, and national benchmarks utilizing a variety of assessments
• Utilizing external evaluation and analytics to ensure strategies are evidence-based and producing results for the children and families served
1. Project 1 – class® observation and assessment services
a. Responsibilities
• Observers must be actively class® certified and maintain certification throughout the duration of the contract for the classroom age level observed 
• Pay expenses associated with training and/or certifications independent from costs proposed 
• Observers must utilize the class® tool during observations 
• Conduct two (2) observations during each program year: one (1) in the fall and one (1) in the spring 
• Each observation will consist of three (3) cycles of 20 minutes for a total of one (1) hour during the same day 
• Develop a schedule for fall and spring of each contract year for in-person observations (estimates include 24 Prek classrooms, 36 toddler classrooms, 13 infant classrooms within the head start program with the potential of an additional 200 classrooms across county and the north central state workforce board region) 
• Begin fall observations by September with completion by end of November 
• Begin spring observations by February with completion by end of April 
• Participate in periodic check-ins or debriefs with agency staff to ensure consistency and quality of observation practices 
• Coordinate with center directors to confirm observation logistics at least 7 days in advance of any on-site visit
 • Respond to any requested clarifications or revisions to submitted observation documentation within three (3) business days 
• Company and organization must perform background checks to ensure any staff assigned are not convicted criminals or sex offenders
b. Expected deliverables/outcomes
• Complete a minimum of two class® observations and assessments (fall and spring) for each assigned classroom (final lists will be provided by agency) 
• Develop and submit an observation schedule by September 1st of each contract year for fall observations and January 15th of each contract year for spring observations 
• Submit class® scoring sheets and observation notes electronically within five (5) business days after each observation 
• Ensure data is accurate, complete, and aligned with class® rubric standards 
• Maintain confidentiality and data integrity in accordance with agency policies and applicable regulations 
• Complete and submit all fall observations by November 30th of each contract year 
• Complete and submit all spring observations completed by April 30th of each contract year
2. Project 2 – model creation and reporting services
a. Responsibilities
• Develop a comprehensive, research-based model of child care services tailored to agency mission, population, and service delivery structure 
• Pilot implementation plan for model testing at selected agency child care studios 
• Develop a set of measurable indicators and fidelity tools to assess whether a studio is operating “on-model” 
• Outcome measurement framework linking model implementation to child and family outcomes 
• Studio-level reports delivered twice a year with model evaluation and child and family outcomes
b. Expected deliverables and outcomes
• First three months:
o Finalized work plan with detailed scope, deliverables, team roles, and timeline
o Stakeholder engagement summary reflecting input from at least three groups (e.g., staff, families, community partners)
o Summary analysis of five years of historical agency organizational data and current systems
• First year:
o Finalized comprehensive " agency model for quality early education and care services" incorporating agency data, stakeholder feedback, and internal feedback process in both editable and publication-ready formats
o Logic model or theory of change reviewed and approved by agency leadership outlining assumptions, inputs, activities, outputs, and expected short- and long-term outcomes
o Fidelity toolkit including at least 5 measurable "on-model" indicators with aligned rubrics, checklists, and observation tools
• Second year:
o Pilot implementation plan with timeline, studio selection, data collection protocols, and staff training outlines for at least 2 agency child care studios
o Integration strategy document that maps model assessments to existing child and family assessments, including a tool crosswalk and administration timeline
o Implementation of model evaluation at selected studios with mid-cycle implementation feedback loops and continuous improvement incorporated
o Draft of fall studio-level evaluation reports including fidelity ratings, outcome data visualizations, and narrative summaries of pilot progress with updated reports in spring
• Third year:
o Continued stakeholder engagement sessions to gather input on refinement and scale potential
o Fall and spring studio-level evaluation reports for all studios with fidelity scoring, child/family outcome analysis, implementation reflection, and studio- and time-comparisons
o Final, validated agency model with executive summary and set of recommendations for largescale adoption, future refinement, and continuous improvement 3. Project 3 – evaluation and analytics services
a. Responsibilities
• Develop and provide ad-hoc evaluation inquiries and reports to ensure strategies are evidence based and produce results for children and families served. 
• Examples include developing logic models, instrument development and design, data management design, and data analysis. 
• Evaluate short-term and long-term outcomes as well as answer programmatic questions arising from analysis of program data with a focus on implementation. 
• Describe the process you use to design and implement evaluations
b. Expected deliverables and outcomes
• For each approved evaluation request, develop a written evaluation strategy plan within 10 business days of request approval. 
• Plans should include evaluation purpose, proposed methodology and rationale, data sources and collection strategy (if applicable), timeline with key milestones, required inputs or access from agency, and anticipated deliverables (e.g., report, tool, presentation) 
• Evaluation requests could include: policy impact studies, pilot study evaluations, needs assessments, implementation evaluation, impact analysis, dashboards and visualizations, or actional able insights informed from practices and policies.
