The vendor is required to provide professional services in auditing accounts of the associated entities of the university system, based on the entity’s fiscal year end.
- Provide comprehensive audit services to requesting associated entities of the university system in compliance with the regulation on required elements of university-associated entity relationship and in consult with the requesting associated entity; tasks and deliverables may include:
• Perform examinations and prepare and submit audit reports by an agreed upon deadline on the financial statements and records of the associated entity, for the purpose of rendering an unqualified opinion of the fairness of presentation of the department’s financial statements and their conformity with generally accepted accounting principles.
• The vendor shall have an adequate number of staff on hand to complete the audit on time and shall assign a licensed certified public accountant to oversee the audit.
• Work with administrators of the associated entity and its affiliated institution in order to secure data necessary to complete the audit.
• Agree that any and all records, documents, reports and or working papers furnished or generated by the contractor, institution or associated entity for the purpose of auditing this report are to be kept strictly confidential between the contractor and the associated entity and the institution, except for any quality review by the state auditor or upon authorized subpoena by a court of law.
• Be available to assist the client in implementing the recommendations outlined in the previous section as requested and also to advice and counsel the client on matters having a significant effect on the financial operation of the institution and the associated entity.
• Provide a preliminary draft of the audit to the contract administrator by an agreed upon time, with an updated list of all auditor’s adjustments.
• Submit the completed final audit report by an agreed upon deadline, provided that all of the necessary information has been given to the vendor by the institution and the associated entity.
