The Vendor is required to provide a comprehensive, campus-wide assessment of base budget funding allocations, and provide advisory, design, and analytical services in support of a transformation of the current budget allocation model.
- The budget transformation process:
• A thorough understanding of the current state of the university’s incremental base budget across schools, colleges, and administrative departments, including evaluation of the benefits, challenges, and opportunities of the current model as compared to best practices within other higher education institutions.
• Development of a new financial model capable of:
1. Illustrating various resource allocation scenarios within the baseline framework;
2. Incorporating financial, student, employee, and square footage data to develop revenue and expense allocation processes across units; and,
3. Guiding principles aligned to academic mission and budget priorities.
• Creation of the processes, policies, tools, and timelines critical for:
1. Optimal change management;
2. Testing the new budget model in parallel with the current model to enable leadership and stakeholders to assess impacts;
3. Annual budget development in support of the new budget model; and,
4. Analytics and dashboards in support of the new budget model.
• Collaboration with a university designated steering committee to ensure successful implementation of the budget transformation plan and new budget model.
