The vendor is required to provide that CDBG professional services consultant seeking competitive proposals from qualified vendors for a consultant to address the following objectives for the state non-entitlement agency program: (a) provide technical assistance to the CDBG director and assistant director to support efficient implementation of state non-entitlement CDBG activities, (b) support new CDBG special round and revolving loan fund program closure. we anticipate the consultant will spend 60% of their time on objective a and 40% on objective b. the work described in this bid event can be completed remotely and there is no expectation for travel.
- Scope of work:
• Consultant will:
o Assess the program guidelines and provide technical assistance in the development of all CDBG program guidelines.
oIdentify issues pertaining to implementation of annual competition and rolling CDBG application rounds, providing training to staff to make improvements to activities.
o Ensure innovative community centers program is compliant with HUD regulations.
o Provide ad hoc formative feedback and propose solutions to CDBG leadership during implementation of the innovative community facilities and other CDBG issues as they arise.
o Assist director and assistant director in 2026 annual action plan process.
- To achieve the above objectives, consultant will:
o Finalize a formal protocol for the scope of work with CDBG staff.
o Provide technical guidance as needed on the development of CDBG outputs and processes including but not limited to annual action plan, substantial amendments, program guidelines, application documentation, and technical assistance materials.
o Review and provide guidance on implementation of the special round of community center programs and use of program income.
o Prepare CDBG staff for monitoring visits from HUD
o Participate in monthly virtual meetings with CDBG leadership.
- Services to be provided:
• In support of the above work, agency will:
o provide consultant with documentation of CDBG activities in a timely fashion.
o assist consultant when setting up meetings with CDBG or agency staff.
o review and approve deliverables in a timely fashion
