• The consultant will leverage engagement from the City Strategic Plan update—primarily City Council input—to inform the FY27 Capital Improvements Program (CIP) process.
• This may include attending select CIP-related events, such as the annual CIP retreat, to gain insights into ongoing discussions.
• The consultant will support the integration of engagement findings into the existing prioritization framework but will not be responsible for developing new prioritization criteria or making process improvements.
- The consultant will assess existing revenue sources and provide high-level recommendations to enhance the City's ability to fund capital projects aimed at implementing the goals of the City Strategic Plan in the near term.
- The funding strategy should serve as a bridge between long-term planning goals and near-term financial realities, ensuring that capital investments remain achievable within the City’s fiscal constraints.
- Prioritized Work Program with clear timelines, milestones, and resource requirements. Visual roadmap illustrating phased implementation and interdependencies among initiatives. Final deliverable is to be incorporated into final plan.
