The Vendor is required to provide a comprehensive emergency operations plan (EOP) that adheres to the incident support structure unified model (ISSUM) and complies with state guidelines.
- County officials, local emergency response stakeholders, and county departments to develop a functional, operational, and comprehensive EOP tailored to the county’s unique needs.
- EOP development:
• Implement the ISSUM model ensuring operational functionality.
• Develop a departmental structure framework for execution.
• County reserves the right for a full re-write before final submission.
- Plan components:
• Core structure of response: define roles and responsibilities for emergency response at all levels of government and key agencies.
• Activation procedures: clearly outline the steps required to activate the EOP under different emergency scenarios.
• Job aide sheets: develop quick-reference guides for emergency personnel to ensure consistency in response actions.
• Incident command system (ICS) integration: ensure alignment with national response structures to streamline coordination and resource sharing.
- Stakeholder engagement & meetings:
• In-person meetings with county emergency management for review, feedback, and approval.
• In-person meetings with stakeholders (law enforcement, fire, ems, public health, utilities, and community organizations).
• Facilitate engagement to identify local subject matter experts (SMES) and resource capabilities.
- Training:
• Provide a one-day EOP training for all partners.
- Exercise development & evaluation:
• Conduct one tabletop exercise (TTX) aligned with the EOP.
• Develop an after-action report (AAR).
