The vendor is required to provide consultation and training for crisis communication situations.
- Provide professional investigative, laboratory and criminal justice information services to the state criminal justice agencies for the purpose of promoting public safety and preventing crime in state.
- Employs sworn law enforcement officers whose work performance is critical to saving lives, protecting citizens, solving crimes, and ensuring justice after major criminal incidents.
- Provides information services such as criminal history record checks.
- It manages the state offender registration database, publishes statewide crime statistics, and supports the state criminal justice information system.
- Crisis response consultation
• Must be able to rapidly respond and provide expertise to agency in navigating critical incidents such as agent-involved shootings, public unrest, terrorism cases, mass causality incidents, or other reputational crises.
- Public and media relations
• Must demonstrate skills in managing local and national media, crafting press releases, and coaching on how best to conduct media interviews and live press conferences under pressure.
- Community engagement
• Must specify strategies utilized for communicating with diverse stakeholders, including community leaders, advocacy groups, and residents, to create, maintain and rebuild trust.
• Must be able to support the agency in reputation building activities, and share strategies used to foster positive relationships.
- Training and preparedness
• Must have experience preparing leaders for crisis incidents, including spokesperson training, leading scenario-based exercises, and developing crisis communication protocols tailored to law enforcement.
- Digital and social media management
• Must include a strategy or plan to monitor and respond to online narratives, including misinformation spread on social media platforms that shape public perception.
• Must also specify strategies to best communicate during a crisis incident on social media platforms.
