The Vendor is required to provide diversified tech talent acquisition and implementation services on an on-going basis, to enhance the digital maturity of state and local entities.
- The location of work performance is the State and will depend upon the type of services required; therefore it may be onsite, remote or hybrid, depending upon each specific engagement.
• Manage the service, as the employer, of source skilled digital service experts across various engagement models.
- Key characteristics of a Skilled Digital Service Expert include:
• Expertise in designing and implementing user-centered digital government services
• Knowledge of open data principles and practices for transparency and accessibility
• Experience with agile development methodologies applied to government projects
• Understanding of government procurement processes and public sector constraints
• Ability to navigate complex stakeholder environments including elected officials, civil servants, and citizens
• Familiarity with digital accessibility standards and inclusive design practices
• Skills in measuring civic impact and outcomes of digital initiatives
- These professionals work to modernize government services, improve citizen experience with public agencies, increase civic participation through technology, and help government operate more efficiently and transparently.
• Build internal capacity by integrating emerging, to senior level, digital service staff to promote skill development and digital capacity.
• Provide a culture of continuous learning and knowledge-sharing by providing access and support through existing communities of practice and networks.
• Designing services around the lived experiences of people in the state.
- Digital maturity enhancement:
• Implement solutions that improve digital service delivery including product management, human centered design (HCD), and customer experience (CX), data science, and development.
• Conduct assessments of current digital capabilities and recommend strategies for improvement, drawing upon best practices in digital transformation and considering the six strategies outlined in the state digital government strategic plan.
• Provide strategic consulting on digital transformation initiatives.
• Offer strategic guidance on technology selection and implementation that is scalable and sustainable.
- Communities of practice:
• Establish and facilitate communities of practice to foster knowledge sharing and collaboration.
• Promote the adoption of open-source tools and methodologies.
• Encourage collaboration and partnership across state and local governments.
• Develop and implement training programs to enhance staff digital literacy.
