The Vendor is required to provide professional consulting services related to transmission interconnection, compliance with council standards, and coordination with company.
- Professional consulting firm or individual with proven expertise in transmission planning, engineering, and operations to support the city of electric department in modernizing the transmission network, increasing system reliability, meeting regulatory compliance requirements, etc.
• Provide strategic and technical advisory services for four years and assist in fulfilling the following specific tasks:
oPower supply strategies, including planning, scheduling, and procurement
oContract negotiations and transmission arrangements
oTransmission system modeling and analysis
oLong-term transmission planning
oLoad forecasting and capacity analysis
oRenewable energy integration
oRegulatory and compliance support
oRisk assessment and mitigation strategies
- Power Supply Advisory Services:
• Provide expert guidance to the city on the development and execution of strategies related to power supply; this includes, but is not limited to:
oPower supply planning and strategy development.
oScheduling of power supply resources to optimize cost-efficiency and reliability.
oProcurement of power supply, including market analysis, identification of suitable suppliers, and negotiation of power purchase agreements (PPAS).
oEvaluation of alternative power supply options, including renewable energy sources, to align with the city’s goals and regulatory requirements.
- Transmission advisory services:
• The contractor will support the city in transmission arrangements and contract negotiations, including:
oAssisting in the identification and assessment of transmission needs.
oNegotiating and reviewing transmission agreements, including the terms and conditions related to capacity, pricing, and scheduling.
oProviding advice on transmission planning, including infrastructure development and upgrades, to meet future power demand.
oEnsuring alignment with the city’s long-term energy strategy.
- Compliance Advisory Services:
• The contractor will assist the city in meeting its obligations under transmission agreements and other regulatory requirements, including:
oSupporting the city in compliance with the transmission agreements, including ensuring proper forecasting, resource management, and reliability reporting.
oAssisting with the preparation and submission of resource and reliability reports to transmission providers, regulatory bodies, and other oversight entities.
oMonitoring and advising on changes in regulatory requirements and ensuring that the city’s compliance strategies are adjusted accordingly.
oProviding guidance on best practices to maintain transmission system reliability, and preparing for audits or reviews by relevant authorities.
- Transmission planning support:
oSupport the preparation of long-term transmission development plans, incorporating evolving generation mixes, load growth, and technological advancements.
oProvide recommendations on upgrades, new infrastructure, and operational improvements to optimize system performance.
- Renewable Energy Integration and Scheduling
oProvide agency with hydro schedules with the city's existing contracts.
oAnalyze the impact of renewable energy sources (solar, wind, storage, etc.) on the transmission network and recommend modifications for efficient integration.
oAssess grid resilience and ensure reliability during periods of high renewable energy penetration.
- Prepare comprehensive reports on transmission system performance, analysis findings, and strategic recommendations.
- Provide regular progress reports and updates to key stakeholders within the city electric department.
