RFP Description

The vendor is required to provide a digital payment gateway services for insurance companies
- The services will include all services to implement, support, and complement the digital payment gateway.
- General system:
- Ability to integrate payment assets with citizens' existing website(s) in a compliant way.
- Ability to integrate with client solution to post payment transactions real time to its source systems.
- Ability for the platform to take payments via agencies or citizens' employee on behalf of the insureds while remaining compliant.
- Ability to provide a fully hosted portal that enables multiple stakeholders to login and manage payment transactions to and from citizen’s property insurance.
- Ability for the insured to make a payment on an indicated and validated policy without the need to authenticate.
- Ability for fully hosted portal to be mobile friendly.
- Ability for the platform's gateway services to include channel wallet capability.
- ability to provide a unique confirmation number for tracking of payments/receipts to insureds, agents, agencies, citizens, or any other parties to a payment.
- Ability to incorporate citizen’s logos, colors, or customer service phone numbers into the payee or pay or experience.
- Ability to automate the migration of system users from existing gateway.
- Ability to add custom fields for data entry
- Ability to enhance the work flow to capture payment authorization terms and attestations required by citizens for electronic payments submission or receipt.
- Ability to prevent customers from having the ability to edit payment related data when processing a transaction (e.g., name, amount due, etc.)
- Ability to gracefully handle special characters in names, addresses or other payment related details without out effecting the success.
- Ability to prevent customers from editing certain data shared from our source system.
- Ability to clearly identify service fees to the payee or pay or that may be incurred to them; this maybe through the web interface or may be verbally conveyed through
- Ability to clearly delineate required data entry items.
- Ability to clearly identify errors missing required data entry.
- Ability to provide a summary of the transaction prior to and after submission.
- Ability to prevent customers from attempting to make duplicate payments.
- Ability to retain transaction history records.
- Ability to communicate and explain to customers why a payment transaction has failed to be accepted (returned, declined, cancelled, etc.)
- Ability to identify successful versus non successful real time transaction postings.
- Ability to support multiple bank accounts from citizens for various purposes.
- Ability to provision and deprovision contracted vendors through automation or integration via web services.
- Ability to send notifications and/or confirmations through, email, or other channels.
- Ability to provide the ability to search for payment transactions by confirmation number, transaction number, phone number, date, claim number, policy number, etc.
- Ability to filter searches by various criteria including payment types, payment status, date, range, etc.
- Ability to identify transactions in throughout its lifecycle.
- Incoming electronic payments:        
- Ability to refund policyholder and have reconcile back to the billing center.
- Ability to send commission payments to agencies.
- Ability to integrate with for the receipt of payments to citizens and the status of payments made.
- Ability to manage and reduce chargebacks and eft returns.
- Ability to charge any credit card processing fees to the cardholder.
- Ability to comply with the new rule "web debit account validation" which requires validation of bank account.
- Ability to support network tokenization.
- Ability to support a digital wallet.
- Ability for digital wallet to save payment instructions for use to make a payment.
- Ability for user to manage their digital wallet (i.e., edit/change payment methods).
- Ability for digital wallet to save up to date payment data.
- Ability for digital wallet to save payment instruments also be used for outbound disbursements like claims payments.
- Ability for system to prevent policyholder from accessing other policyholders' digital wallets.
- Ability to support recurring/autopay payments.
- Ability to indicate if incoming payment transactions fail to post in real time to citizens source system (billing center).
- Ability to validate customer banking information prior to executing the electronic payment.
- Ability to communicate successful electronic transactions to the customer.
- Ability to communicate non-successful electronic transactions to the customer.
- Ability to manage payment transactions that require cancellation prior to deposit.
- Ability to manage payment transactions that require to be reprocessed after initially failing.
- Ability for system to alert citizens if less than expected incoming transactions are processing.
- Ability to convey to customer a per transaction limitation for check, credit, and debit cards.
- Ability to bundle daily transactions and share with citizens as a backup for real time posting services.
- Ongoing payments:
- Ability to handle voids, stops, and reissue of payments.
- Ability to send text and/or email notifications to claim parties regarding the status on issued or returned payments.
- Ability to remove citizens' or citizens' appointee from having to collect sensitive banking and/or card information and instead insure that information is collected directly from the payee(s).
- Ability to streamline making payments out to lienholders for total loss type payments.
- Ability to accommodate multi-party payments including payments/endorsements, payees, such as mortgage companies, trusts, law firms, etc.
- Ability to support check processing including features (e.g., expedited delivery, certified mail, etc.)
- Ability to run daily and/or monthly reporting and reconciliation.
- Ability to report on both inbound premium payments and outbound disbursements
- Ability for citizens to obtain access to the payment transactional data feed to into our internal reporting data warehouse.
- Ability to support payment returns from the bank.
- Ability to export reports into excel or other reporting formats.
- Ability to provide visual incoming payment statistics.
- Ability to reconcile outgoing electronic payments drafted from citizens bank accounts.
- Ability to view and export transaction related reports.
- Ability to view date ranges of bulk depository transactions.
