The vendor is required to provide flexible spending account is elected voluntarily by district employees with no employer contribution.
- Include for services:
• The plan participant salary reductions for the flexible spending accounts will be made on the 15th and last day of each month
• The services of a third-party administrator are required to:
o Educate employees as to the benefits of the plan and their respective responsibilities.
o Employees will enroll online via aps website.
o Account for deposits and disbursements from each employee’s account.
o Prepare monthly deposit and claims reports for each participant.
o Respond to employee inquiries.
o Report forfeitures under the plan to reduce administrative expenses.
o Perform all government reporting, filing and amendments as required by law.
o Perform all discrimination tests, reporting, filing and amendments as required by law.
o Obtain legal assistance as necessary.
o Cost per employee per month shall be fixed for 5 years.
• The vendor must provide a carryover plan that complies with the current guidelines set by the internal revenue service (IRS).
