The vendor is required to provide expert legal guidance to support the commission, ensure compliance with legal frameworks, and guide the commission in fulfilling its critical mission.
- This position is pivotal in offering policy analysis, identifying systemic barriers to reparative recommendations, and proposing actionable viable solutions for implementing reparative justice initiatives.
a. Legal advisory and compliance
• The lead attorney shall serve as the principal legal advisor to the executive director and the commission and manage all activities of the legal team.
• Ensure all commission activities adhere to state and federal legal frameworks.
• Provide expert counsel on legal matters related to public hearings, research initiatives, and policy recommendations.
• Identify and mitigate legal or legislative barriers to implementing the commission’s recommendations.
b. Policy analysis and legislative support
• Analyze existing state laws and policies that perpetuate systemic inequities against black state and propose amendments or new legislation to redress these issues.
• Develop viable strategies to navigate legislative and regulatory hurdles.
• Work with lawmakers, advocacy groups, and stakeholders to advance reparative policies and recommendations.
c. Research and historical context
• Collaborate with the commission’s research historian(s), research and policy analyst(s), and economist(s) to examine policies contributing to systemic inequities that harm black state.
• Use historical insights to provide legal analysis and develop viable policy solutions.
• Assist in interpreting research findings to frame recommendations for reparative justice.
d. Strategic implementation of recommendations
• Work closely with the executive director to define and outline comprehensive strategies for implementing the commission’s findings and recommendations.
• Develop legal and administrative frameworks and language for creating reparative policies, programs, and legislation.
• Provide guidance on the feasibility and establishment of a bureau or agency to administer remedies and reparations.
• Identify historical and current legislative actions opposing reparations in other states to revise this commission’s recommendations if necessary.
e. Collaboration and stakeholder engagement
• Act as the primary legal liaison between the executive director, the commission, state agencies, and stakeholders.
• Collaborate with policymakers, community leaders, and advocacy groups to build consensus and advance the commission’s agenda.
• Engage with impacted communities to ensure recommendations resonate with their lived experiences and needs.
