The vendor is required to provide administration services for the following self-insured lines of coverage for the city's employees, officials, retirees, cobra participants and their families.
- Provide an in-person presentation in support of their proposal or to explain or demonstrate the information contained therein.

• The city's current benefits administration software is oracle also known as people soft.
- Medical and RX
• As of April 2025, the city has 2348 employees/city officials, retirees and cobra participants enrolled in a medical plan:
• Active: 1818
• COBRA: 4
• Retiree:  526
• Active employees who are covered under the city's medical insurance plan have access to the employee wellness clinic at no cost.
• Employees that visit the employee clinic and have met the annual pharmacy deductible receive a 50% discount for generic medications received through an in-network pharmacy.
• The employee wellness clinic has an on-site pharmacy dispensary that includes limited prescription medication dispensing.
• A list of the medications dispensed at the employee wellness clinic is included as an attachment.
• Brand and specialty medications are not available through the on-site employee wellness clinic.
• The reinsurance plan consists of an individual stop loss (ISL) deductible of $435,000.
• The current medical carrier provides a bi-weekly stop loss external supplemental report to the stop loss carrier at no cost to the city.
• The reinsurance is not part of this bid.
- The City has 2325 active employees, 38 part-time employees, 4 COBRA, and 600 retirees for a total 2658 benefits eligible.
